About Adam Smith International

Adam Smith International has been operating in the DRC continuously since 2013. Its approach is to partner with the private sector and support the development and implementation of new services, products or business models. Through its flagship Elan DRC program funded by DFID/FCDO, ASI has delivered market system change and increased the incomes of over 855,000 poor households by over $48 million. ASI has been implementing projects for USAID since 2022. This includes the Garamba Alliance Activity (GAA), a $7.7 million USAID-funded cooperative agreement that pursues a market-based approach to biodiversity conservation in Haut Uélé province. More recently, ASI has begun implementing the Resilient Food Security Activity (TUDIENZELE) funded by USAID’s Bureau for Humanitarian Assistance (BHA), in Kasai province. The five-year project led by ADRA aims to strengthen the capacity of vulnerable populations to combat malnutrition, reduce mortality, promote economic growth, improve food security, and adapt to climate change.

Background and Justification

The TUDIENZELE project is implemented by a consortium of 5 organizations under the lead of ADRA. The Activity will increase family income and improve economic opportunities for families so they have the necessary resources to successfully meet the challenges ahead. In addition to these activities, the team will help families to access, choose and prepare quality, nutritious and affordable food. Improving economic opportunities requires access to appropriate financial solutions to increase capital flows and boost the growth of the activities developed.

Adam Smith International’s scope currently falls under Access to Credit and Capital activities. ASI intends to recruit an agricultural finance and agri-business expert whose role will be to interact with partner financial institutions to develop financial solutions tailored to the agricultural sector and key value chain players, supporting them to develop financial models (business plans) to seize market opportunities.

Scope of Mission

• Supervise ASI’s interaction activities with sub-component P1.3
• Engage financial institutions to finance target value chain players
• Propose suitable financial models for target value chain actors

2. Responsibilities and Expected Results of the Position

a. Responsibilities of the Position
The candidate will engage partner financial institutions to develop financial solutions tailored to the target value chains and to support stakeholders in devising financial packages.

Specifically, this will involve:

• Conduct financing needs analyses for target agricultural value chain actors
• Interact with partner financial institutions to develop financial solutions tailored to target value chain actors
• Design financing interventions for target value chain actors
• Support the Intervention Lead in the implementation of financing interventions for target value chain actors, in partnership with partner financial institutions
• Accompany target value chain actors in financing arrangements
• Design and evaluate agricultural value chain financing interventions

c. Expected Results for the Position

• Innovative financial solutions are developed, considering the profile of the actors in the target value chains
• Develop specific intervention design documents (concept notes, work plan, etc.)
• The agricultural finance strategy to support P1.3 is developed
• Financial model tools for target value chain actors are developed and disseminated
• Reports are produced

3. Profile

Candidates must have the following profile:

• Advanced university degree or equivalent in business school, economics, community development and/or social work
• Significant experience (>5 years) in the fields of agricultural finance, green finance and agri-business
• Experience in banks, micro-finance institutions and/or collaborative projects with financial institutions
• Good experience in supporting agri-businesses in putting together financial dossiers (able to develop tools)
• Excellent analytical, writing and project management skills
• Understanding and knowledge of the MSD approach is strongly preferred
• Good oral and written skills in French and fluency in English a major asset

4. Place and Conditions of Work

The agricultural finance and agri-business expert will be based in TSHIKAPA with permanent missions in inland areas such as KAMONIA, KAMWESHA and KANZALA.

5. Contract Conditions

The agricultural finance and agri-business expert is based in the town of TSHIKAPA, with frequent missions to areas such as KAMONIA, KANZALA and KAMWESHA. He/she will work under the supervision of the Deputy Technical Lead and will interact with the project teams within the TUDIENZELE consortium.

The duration of the contract will be 12 months (renewable) and subject to satisfactory performance evaluation after the first 3 months. The mission is scheduled to start immediately after signing the contract. The type of contract will be full-time.

The Project will provide the lead intervention with a workspace as well as office and computer equipment at the Project’s office in TSHIKAPA.

Adam Smith International (ASI) travaille en RDC de manière continue depuis 2013. Son approche consiste à établir des partenariats avec le secteur privé et à soutenir le développement et la mise en œuvre de nouveaux services, produits ou modèles d’entreprise. Grâce à son programme phare ELAN RDC financé par le DFID/FCDO, ASI a apporté des changements au système de marché et augmenté les revenus de plus de 855 000 ménages pauvres de plus de 48 millions de dollars. Depuis 2022, ASI met en œuvre des projets pour USAID, y compris l’initiative Garamba Alliance Activity (GAA), un accord de coopération financé à hauteur de 7,7 millions de dollars visant une approche de la conservation de la biodiversité fondée sur le marché dans la province du Haut-Uélé. Plus récemment, ASI a commencé la mise en œuvre de l’activité de sécurité alimentaire résiliente (TUDIENZELE), financée par le Bureau d’Assistance Humanitaire (BHA) de USAID dans la province du Kasaï. Ce projet quinquennal, dirigé par ADRA, vise à renforcer la capacité des populations vulnérables à lutter contre la malnutrition, à réduire la mortalité, à promouvoir la croissance économique, à améliorer la sécurité alimentaire et à s’adapter aux changements climatiques.

Contexte et Justification

Le projet TUDIENZELE est mis en œuvre par un consortium de cinq organisations sous la direction d’ADRA. L’activité permettra d’augmenter le revenu familial et d’améliorer les opportunités économiques pour que les familles disposent des ressources nécessaires pour relever les défis futurs. L’équipe aidera également les familles à accéder à des aliments de qualité, nutritifs et abordables, à les choisir et à les préparer. L’amélioration des opportunités économiques nécessite un accès à des solutions financières adaptées pour accroître les flux de capitaux et soutenir la croissance des activités développées.

Le champ d’action d’ASI porte actuellement sur les activités liées à l’accès au crédit et au capital. ASI prévoit de recruter un expert en finance agricole et agro-business dont le rôle sera d’interagir avec les institutions financières partenaires afin de développer des solutions financières adaptées au secteur agricole et aux acteurs clés des chaînes de valeur, en les aidant à élaborer des modèles financiers (plans d’affaires) pour tirer parti des opportunités du marché.

• Superviser les activités d’interaction d’ASI avec le sous-composant P1.3
• Engager les institutions financières pour financer les acteurs des chaînes de valeur cibles
• Proposer des modèles financiers adaptés aux acteurs des chaînes de valeur cibles

2. Responsabilités et Résultats Attendus du Poste

a. Responsabilités du Poste
Le/la candidat(e) interagira avec des institutions financières partenaires pour développer des solutions financières adaptées aux chaînes de valeur ciblées et soutenir les parties prenantes dans l’élaboration de dossiers financiers.

Il s’agira notamment de :

• Réaliser des analyses des besoins de financement des acteurs des chaînes de valeur agricole ciblées
• Travailler avec les institutions financières partenaires pour concevoir des solutions financières adaptées
• Concevoir des interventions financières à destination des acteurs ciblés
• Appuyer le responsable d’intervention dans la mise en œuvre de ces interventions, en collaboration avec les institutions financières partenaires
• Accompagner les acteurs dans les démarches de financement
• Concevoir et évaluer les interventions de financement des chaînes de valeur agricoles

c. Résultats Attendus

• Des solutions financières innovantes sont développées, adaptées aux profils des acteurs des chaînes de valeur
• Rédaction de documents de conception d’intervention spécifiques (notes conceptuelles, plans de travail, etc.)
• Développement de la stratégie de financement agricole pour soutenir le sous-composant P1.3
• Outils de modélisation financière développés et diffusés
• Rapports produits régulièrement

3. Profil du Candidat

Les candidat(e)s doivent répondre aux critères suivants :

• Diplôme universitaire supérieur ou équivalent en école de commerce, économie, développement communautaire et/ou travail social
• Expérience significative (>5 ans) en finance agricole, finance verte ou agro-business
• Expérience dans les banques, institutions de microfinance et/ou projets collaboratifs avec des institutions financières
• Bonne maîtrise de la constitution de dossiers financiers pour les agro-industries (capacité à développer des outils)
• Excellentes compétences en analyse, rédaction et gestion de projet
• Connaissance et compréhension de l’approche MSD fortement souhaitée
• Bonne maîtrise du français parlé et écrit, l’anglais étant un atout majeur

4. Lieu et Conditions de Travail

Le poste est basé à TSHIKAPA, avec des déplacements réguliers dans les zones rurales telles que KAMONIA, KAMWESHA et KANZALA.

5. Conditions du Contrat

Le contrat est d’une durée de 12 mois, renouvelable, et soumis à une évaluation de performance satisfaisante après les trois premiers mois. Le/la titulaire du poste travaillera à temps plein sous la supervision du Deputy Technical Lead et interagira avec les équipes du consortium TUDIENZELE.

Le poste débutera immédiatement après la signature du contrat. Un espace de travail et le matériel nécessaire (bureau et informatique) seront mis à disposition au bureau du projet à TSHIKAPA.
