Concern Worldwide started working in DRC in 1994. Since that time we have grown into one of the leading humanitarian organisations operating in DRC with national rapid response programmes, resilience programmes, cash, WASH, protection, livelihoods, health and nutrition programmes. This is an exciting opportunity to support the development of new and existing Concern programmes in DRC, ensuring that they are implemented to the highest quality.

About the role: This is a 12-month role with unaccompanied terms based in Goma with 50% travel to other programme locations with a salary of International Staff Salary Band 3 (€41,108 – €45,676)

We would like you to start as soon as possible.

 

Your purpose: You will report to the Programme Quality Coordinator and will work directly with Concern’s DRC Technical Advisors, Programme Managers and Officers. The IM Senior Manager does not directly manage any role but you will liaise closely with the Programme Director, Emergency Director, and with Area Coordinators, Programme Coordinators, and other members of the Programme Quality and Development Team, in addition to relevant focal points in Head Office Dublin.  As the IM Senior Manager, you will support the Concern DRC programme team in managing the collection, analysis and sharing of information to facilitate informed, evidence-based, strategic decision-making. Your role will include:

  • Managing overall functions of IM.
  • Facilitating and coordinating tool creation and access to quality data.
  • Providing technical expertise, support and quality assurance for the IM functions of the programme.
  • Monitoring and analysing performance of IM functionality; undertaking periodic technical evaluation and reporting on important issues.
  • Coaching/training staff involved in information management.

 

 

In this role you will:

Data Collection and Data Quality Control

 

  • Review existing in-country IM approaches for collecting, analysing and reporting Concern’s programme activities and resources, identifying information gaps and making recommendations for improvements.
  • Conduct field visits to monitor the functionality of Digital Data Gathering devices to explore opportunities and gaps, working closely with programme managers to continuously improve systems.
  • Develop and update a comprehensive archive of cleaned databases, distribution records, analysis methodologies and lessons learned.
  • Where appropriate, establish and maintain new information. databases that facilitate timely decision-making.
  • In close collaboration with the MEAL Team, lead in the creation of the tools specific to each project for the collection, processing, analysis, visualization, sharing and archiving of data (iFormBuilder, Kobo Collect, PowerBI).
  • Use GIS mapping for map production and geographic data management.
  • Provide colleagues with clear graphics for use in internal and external communications, including the Concern website.
  • Provide information management expertise during assessments and monitoring missions, including joint assessments with Concern partners.
  • Liaise and coordinate with third party Information Management staff involved in the implementation of projects.
  • Oversee regular data cleaning of tracking sheets and databases.
  • Support ongoing maintenance of the FCRM database in-country.
  • Support ongoing maintenance of the Protection Information Management database in-country, providing Concern’s Protection team with technical support specifically relevant to data collection and storage as part of Protection Information Management initiatives.
  • Ensure strong data protection and data privacy measures are in place and in line with the organisation and donor policies on data protection. This includes supporting data protection risk assessments and the design and introduction of mitigation measures to address any risks identified.

 

Capacity Building

 

  • Provide technical support, including training and coaching on information and data management tools, to support quality data collection by programme teams.
  • Support Concern’s partner organisations to strengthen their information management capacity.

 

 

Coordination

  • Participate in the development of work plans with other departments as required.

 

Reporting and information management

  • Maintain monthly reporting from projects, including 5Ws (‘Who does What, Where, When and for Whom?’ databases).
  • Respond to information requests in support of programme departments and strategic aims (donor reporting, FCRM, communications, programme quality initiatives etc.).

Other

 

  • Participate in country-level strategic planning initiatives and other duties as determined by line management.
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of
  • Support the development and implementation of the country strategic plan.
  • All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
  • All managers are required to actively participate in any emergency response as and when required.

 

 

This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment.

 

Your skills and experience will include:

Essential:

 

  • Diploma (Bachelor or Master) in IT, Software engineering, information systems or computer science;
  • Aat least 4 years of experience in an information management role;
  • Familiarity with data collection tools such as KoboCollect and visualisation tools such as PowerBI;
  • High competency with Microsoft Excel;
  • Clear commitment to and experience with developing and coaching staff, combined with the ability to give direct actionable feedback;
  • Strong coordination and communication skills, both internal across programming sectors and support teams, and externally with implementing partners;
  • Ability to work independently, prioritise and manage a high volume work flow;
  • Fluency in French and English.

 

Desirable:

 

  • Experience with GIS mapping
  • Experience in using SPSS, iFormbuilder, Commcare as well as programming languages (SQL, Javascript etc)
  • Knowledge of the key tools used by donor agencies, such as logical frame works, results chains, theories of change, results-based management and financial administration systems
  • Prior experience in Concern DRC’s key sectors of intervention (WASH, Protection, Livelihoods); familiarity with cash-based programming will be an advantage
