The primary objective of this project is to build on the work previously funded by the Bill and Melinda Gates Foundation (BMGF) through PATH in Haut Lomami province, supporting both the “Mashako Plan” and the “Kinshasa Declaration on Vaccination and the Eradication of Polio.” More specifically, the project facilitates the establishment and implementation of a Memorandum of Understanding (MoU) between the provincial government of Haut Lomami and the BMGF.

The Finance and Administration Officer plays a key role within PATH in the execution of this project. Reporting to the Coordinator of Financial Activities, the officer is responsible for ensuring compliance with all accounting, financial, and budgetary management standards as outlined in the MoU. This position is essential to upholding PATH’s responsibilities in financial oversight and ensuring the transparent and effective use of project resources.

 

Specific responsibilities include:

 

Technical Support in Financial

  • Review and validate financial requests and payment orders (OPs).
  • Provide technical guidance on daily financial management during provincial coordination meetings.
  • Prepare and share provincial budget monitoring with the management team.
  • Support the preparation of monthly, annual financial reports and provincial financial closures.
  • Assist in the development of Annual Operational Plans (PAO) and ensure alignment with the management cycle.
  • Ensure overall financial management of the program, including activity implementation according to the approved budget, MoU, and procedures manual.
  • Coordinate and support the planning and implementation of audits and follow up on recommendations.
  • Support the public procurement process and entry of accounting transactions into TOM2PRO software.
  • Monitor financial agreements between the Provincial Health Division (DPS) and other donors.

Administrative Support in Financial and Program Implementation

  • Participate in coordination meetings and report on provincial activities.
  • Contribute to the development of quarterly work plans (PTT).
  • Support the implementation of priority actions in the province.
  • Support other PATH-funded projects in Haut Lomami province, as needed.
  • Required Skills and Experience
  • Hold at least a bachelor’s degree in accounting.
  • Preferably have at least 7 years of professional experience in a major auditing and/or accounting firm, or experience in a fiduciary agency acting on behalf of an international donor. Alternatively, candidates with solid experience in an accounting department of an international NGO or similar entity may be considered.
  • Ability to guide colleagues and partners in bookkeeping and procurement regulations.
  • Able to understand financial statements of organizations.
  • Demonstrate rigor and strong integrity.
  • Capable of engaging in financial and compliance discussions with technical and financial partners.
  • Good knowledge of English.
