PurposeThe Country Director is the official representative and leader of Women for Women International in the Democratic Republic of Congo. The Country Director shapes the vision and strategy for the County Office, providing high-level oversight over all areas of program implementation and operations. They will have demonstrated the ability to build the capacity and counsel Country Office employees and manage team members. S/he will need to have a solid commitment to women's empowerment, experience delivering gendered transformative development programming, excellent leadership and management skills, the ability to communicate effectively, both in writing and orally, and to operate successfully in unstable and challenging environments.As the Country Director, you will be responsible for delivering results and driving programmatic excellence, growing the program, and implementing best practices at scale. By providing high-quality services, your work will directly contribute to and make a sustainable impact on the lives of thousands of women every year. The Country Director is a key leadership position responsible for the overall strategy, management (programmatic and operational), and development of WfWI DRC programs.You will lead a skilled and professional country program team directly delivering gender transformative development interventions. This includes a 12-month holistic gendered graduation program, work with Change Agents to engage men as allies, networking of graduates, and innovative projects designed to deepen the impact of our program for women. The team you lead is responsible for monitoring and evaluating impact and leading the Country Office and the rest of the organization in learning from that data and corresponding program improvements.As the official representative and leader for WfWI in the Democratic Republic of the Congo, the Country Director will represent the organizational advocacy and programmatic priorities to donors and partners. S/he will lead WfWI's reputation as a competent organization by developing and fostering new partnerships and local funding opportunities, cultivating and maintaining close, productive relationships with strategic partners, and continually identifying opportunities for WfWI to add value and maximize impacts.You will lead the team to deliver on a 2025 and beyond strategy by preparing appropriate operational plans with annual budgets and work plans each year. With support from other team members, you will be responsible for developing new business opportunities and managing and filling a funding pipeline. You will be responsible for raising and managing sufficient resources to deliver on partnership goals that enable the organization to scale up in line with our strategy. You will lead external relations with government, civil society, and donor agencies, oversee financial, administrative, and logistical resources, ensure adherence to WfWI minimum standards and donor compliance, and ensure good governance. The position is accountable for WfWI's duty of care to participants and staff, and you will assure quality operations in line with annual and long-term strategic goals and objectives. You will be a role model for leading and continuing to build a robust organizational culture embodying WfWI values. As the Country Director, you will manage for results, valuing and rewarding high performance, accountability, speed and efficiency, and innovation while keeping our program participants at the heart of everything you do.Duties and Responsibilities:EngagementFundraising and Representation
  • Oversee the drafting of quality funding proposals and ensure accountable grant management aligned with organizational and donor requirements.
  • Develop fundraising opportunities and cultivate new donor relationships; ensure visibility of the WfWI DRC program regionally and internationally.
  • Lead donor mapping, develop and deliver fundraising strategy and targets for the country office.
  • Develop and maintain good working relationships with local and international partners, donors, grantees, relevant government agencies, and community leaders.
  • Lead and represent the organization to external audiences and stakeholders.
  • Identify and develop strategic partnerships with local women's organizations in DRC to jointly develop program proposals and engage in collective advocacy work.
  • Raise and manage sufficient resources to deliver partnerships that will help WfWI scale up in DRC and the region in line with the current strategic plan.
  • Develop brand and reputation among foreign and national governments, partners, donors, and other stakeholders, develop and maintain productive relationships and be the WfWI's representative and spokesperson to all publics, including local and international media/ audience.
  • Work with staff and partners to ensure programs and funding opportunities are identified, designed with appropriate assessment and context analysis, and aligned with the strategy.
Programmatic Strategic Leadership and Development
  • Lead the development and implementation of WfWI national strategy for DRC in line with the organization's ten-year adaptive strategy
  • Realize synergies and promote strategic integration and country partnership and influencing priorities
  • Cultivate and manage high-level relationships with global and technical stakeholders able to contribute resources, expertise, and political capital to WfWI's programmatic work.
  • Represent WfWI's programming in strategic collaborations with other departments at the global level or across country offices.
  • Identify interventions that require additional monitoring and evaluation and inspire the program team to analyze the program process and impact through surveys, qualitative research, and other mechanisms.
  • Work closely with the senior managers in all aspects of programming to ensure efficiency and accountability and to develop innovative programmatic approaches to help marginalized women improve their lives.
  • In addition to the national-level responsibilities outlined above, the DRC Country Director currently serves as a member of the global WfWI Leadership Team and is expected to contribute to shaping actively and representing the organization globally.
  • This role is also a member of additional layers of leadership in the organization, including the Country Directors meetings, the Global Leadership Team, etc., where (s)he is expected to be a thought leader,
helping to shape the organization.People, Capability and Culture Management
  • Lead recruitment of new staff according to programmatic and operations needs to grow a highly effective and capable team to pursue WfWI's strategic vision in DRC.
  • Mentor staff and ensure that all managers implement performance appraisal systems properly and impartially.
  • Support matrix managed staff and input into the ongoing development of objectives, reviews, feedback, etc
  • Co-create clear objectives and development plans for direct reports and engage in regular and constructive performance conversations.
  • Actively build and maintain systems that allow for the growth and development of all staff.
  • Uphold and promote the values of WfWI and the highest standards of professional and ethical conduct concerning our values, DEI and Code of Conduct, including the safeguarding policies against sexual exploitation, abuse and harassment.

DeliveryProgrammatic Strategic Leadership and Development
  • Provide strategic and management oversight to design the successful implementation of all programs offered by WfWI, including community identification/assessments, delivery of the Stronger Women Stronger Nations Program, including rights and life skills training, cash transfers, and business and vocational skills training; complementary programming including the Change Agent and Men's Engagement Program and work with graduates.
  • Provide strategic and management oversight of grant-funded projects that can include new areas of work that can deepen the impact of WfWI for the participants or graduates of our program, targeted interventions for non-participants in the broader communities where we work, etc.
  • Ensure grant implementation is excellent and grant reporting is complete and on time, setting WfWI up for successful new grant funding.
  • Define areas of geographic priority for WfWI in-country, assessing based on need, route to money, opportunities for partnership, etc.
  • Ensure that data collection, monitoring, evaluation, and reporting on any aspect of the program is conducted on time and in line with WfWI and donor policies, procedures, and grant agreements.
  • Translate program ideas into proposals, complete with budget and log frames, in collaboration with our fundraising team in the US, UK and German offices.
  • Monitor the performance of grantees/ sub-grantees receiving funds from WfWI in DRC to ensure compliance with grant arrangements and programmatic best practices and principles.
  • Participate in strategy development for the organization, and lead the country office strategy processes within the broader global framework.
Accountability and Quality
  • Be accountable for ensuring that programs comply with the organizational quality and accountability commitments.
  • Continuously monitor and develop relevant accountability initiatives and strengthen the efforts to document the impacts of WfWI in DRC.
  • Provide leadership in the development or change management of transformative initiatives in the country to enable the continuous evolution of programs and their delivery models.
Financial and Operational management
  • Responsible for developing, managing, and overseeing DRC Office's annual program budgets, collaborating with program staff, and ensuring the country program budgets' robust financial management and accountability.
  • Ensure WfWI DRC office teams across programmatic, administrative, and technical functions operate at an exceptional performance standard, achieving maximum impact while delivering programs.
  • Establish and maintain the systems and processes necessary to ensure compliance and value for money while creating an entrepreneurial environment that drives toward action, fosters creative problem-solving, and provides accountability for results.
  • Develop and administer annual country operational plans and budgets for all operations and grants.
  • Ensure effective grant management, budget utilization, and fulfillment of annual targets.

Risk management, compliance, security, and safeguarding
  • Responsible for ensuring proper safety and security measures to safeguard staff, participants, visitors, and assets.
  • Oversee compliance with statutory regulations related to WfWI's operations in the country.
  • Ensure proper and transparent management of resources and reporting systems are established in the country per the policy and procedures and all regulatory requirements of the non for profit, host country governments, and donor's policy.

A PROPOS DU PAMLe Programme alimentaire mondial des Nations Unies est la plus grande agence humanitaire au monde qui lutte contre la faim.  La mission du PAM est d’aider le monde à atteindre l’objectif Faim Zéro dans nos vies. Chaque jour, le PAM travaille dans le monde entier pour s’assurer qu’aucun enfant ne se couche le ventre vide et que les plus pauvres et les plus vulnérables, en particulier les femmes et les enfants, puissent avoir accès aux aliments nutritifs dont ils ont besoin. PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive) : Sous la supervision directe de l’Adjointe au programme, le/la chargé (e) des opérations et Officier de planification sera responsable de :
  • Fournir un support technique au Bureau de pays (Chargé de programme et Activity Managers) et aux Bureaux de terrain sur la planification du programme et la stratégie de mise en œuvre, y compris le choix des activités et des modalités de transfert (nourriture, argent direct ou bons, etc.) en lien avec le Plan stratégique de pays (CSP) ;
  • Développer le plan d’opération annuel en lien avec la réponse d’urgence et gérer les partenaires coopérants mettant en œuvre les opérations d’urgence ;
  • Développer le Plan basé sur les besoins et le plan d’Implémentation (basé sur les ressources disponibles) pour une mise en œuvre efficace et efficiente des activités de General Food Distribution, nutrition, résilience et alimentation scolaire ;
  • Contribuer à la formulation des procédures opérationnelles standard (SOP) et des mémorandums du bureau de pays conformément aux politiques du programme du PAM et aux réalités pratiques des opérations sur le terrain ;
  • Contribuer au plan de préparation des urgence et contingence du bureau de pays et à la planification des mesures d'urgence afin de répondre aux crises et aux besoins humanitaires ;
  • Assister l’Activity Manager de l’URT1 à identifier où l'assistance alimentaire (GFD) peut être utilement employée et fournir un soutien et une expertise technique pour la planification, la formulation et la mise en œuvre des programmes d'assistance alimentaire afin de renforcer l'appropriation par les communautés et l'efficacité des programmes de sécurité alimentaire et de nutrition aux niveaux national et sous-national ;
  • Faire l’évaluation de la diligence raisonnable et l’évaluation des capacités des partenaires coopérants ;
  • Participer au groupe du travail sur le Cash (CWG) interne et externe ;
  • Analyser and mettre à jour les risques liés à l'assistance alimentaire (GFD : CBT et in-kind) afin de sélectionner la modalité appropriée en conséquence et y accorder les mesures de mitigation ;
  • Participer aux clusters et autres fora promouvant l’assistance humanitaire ;
  • Contribuer aux rapports analytiques et propositions à usage interne ou externe (ECHO, BHA, COIKA,
JICA, DFID, etc.) ;

  • Contribuer aux réponses des recommandations d’audit relatives aux opérations du programme ;

 QUALIFICATIONS ET EXPERIENCE REQUISES: 
Formation:
  • Licence (BAC+3) en sciences politiques, en développement international, en économie du développement, en relations internationales ou autre domaine pertinent.
 Experiences souhaitée:s 
  • Cinq (5) années d'expérience à des niveaux de responsabilité de plus en plus élévée dans le secteur humanitaire, dont au moins trois (3) années ou plus d'expérience professionnelle dans des rôles de partenariat.
  • Avoir une expérience en matière de gestion de bases de données serait un atout.
 
Connaissances linguistiques: 
  • Bonne maîtrise de la communication orale et écrite en anglais et en Français.
  • La connaissance d’au moins deux langues nationales est un atout supplémentaire.

  1. Comptabilité et trésorerie
Afin d’assurer la qualité de la comptabilité analytique et de la gestion des fonds, le contrôleur de gestion adjoint devra effectuer :
  • La revue et contrôle mensuel de la comptabilité analytique des missions du desk, s’assurant de la bonne allocation des coûts en conformité avec les procédures internes de SOLIDARITES INTERNATIONAL et les règles bailleurs
  • Le suivi des subventions, des encaissements, des paiements, et des remboursements en maintenant à jour le tableau de suivi des encaissements du desk
  • La préparation des pouvoirs bancaires à attribuer aux équipes terrain
  • La revue et le contrôle des besoins en liquidité des missions soumises au siège avant transfert
         2. Audit et administrationSupportant les tâches administratives des missions et du desk, l’adjoint participera :
  • Aux procédures d’enregistrement des missions, et à la préparation de toutes les informations financières nécessaires

  • Rendre visite régulièrement aux équipes terrain des missions du desk, pour apporter un soutien technique mais aussi pour prendre des responsabilités financières en cas d’absence d’un membre de l’équipe sur place
  • La validation et signature des Bons de Commande Internes (BCI) lorsque le montant de l’achat le nécessite
  • La revue et le contrôle des rapports financiers soumis aux autorités locales de nos pays d’intervention
        4. AutresLe contrôleur de gestion adjoint sera également amené à assurer d’autres tâches comme :
  • L’intérim lors de l’absence prolongé d’un membre de l’équipe financière des Opérations.
  • Les briefings et debriefings des équipes terrain lors de leur début et fin de mission
  • L’accompagnement, la formation et le suivi de l’assistant support de l’équipe Desk
  • La participation aux travaux d’amélioration des outils de l’équipe de contrôle de gestion.
POSITION DU POSTE DANS L’ORGANIGRAMMELe/a contrôleur.se financier adjoint est sous l’autorité hiérarchique du/de la Contrôleur.se de gestion, au sein de la direction de Opérations.

VOTRE PROFIL

  • Formation de l’enseignement supérieur équivalent Bac +5 en finance, gestion ou management de projet
  • Première expérience en ONG à un poste financier sur le terrain souhaité.
  • Maîtrise des logiciels bureautiques les plus courants (Word et Excel), bonne maîtrise de l’anglais
  • Connaissance du logiciel comptable SAGA est un plus

SI VOUS OFFRIRA LES CONDITIONS SUIVANTES

  • Poste rattaché au siège de l’organisation à Clichy (92), métro Mairie de Clichy, avec 30% du temps en déplacement sur le terrain
  • Statut salarié, statut cadre, en CDD jusqu’à fin décembre 2023.
  • Possibilité de télétravail : 4 ou 12 jours de Télétravail par mois ou 100% de télétravail avec 3 jours de présentiel obligatoire par mois (forfait TT mensuel). En accord avec la Charte de télétravail en vigueur et le manager.

Ad-hoc support to the unit and other projects is expected. The student will work closely with a Project Coordinator and a Project Officer in supporting the Afghan diaspora with a focus on social cohesion within the transnational Afghan civil society as well as advocacy, in particular for women, girls and marginalized groups.The tasks will include, but not be limited to:

Women, Peace and Security Expert The P-3 Women, Peace and Security Expert will allow the unit to strengthen and include gender mainstreaming in its capacity building activities, policy development and political engagement. The Expert would provide technical support to P-DDRCS including in the development of a national DDRCS gender strategy, advice to policy development in areas such as land reforms and natural resource management, and training and support to the provincial P-DDRCS gender focal points. The Expert would interact with partners and support the programming for the projects to be launched in 2023. The Expert would also be expected to develop and provide training for a wide range of stakeholders. The WPS Expert would be based in Goma to facilitate interactions with partners and provincial P-DDRCS bodies, while undertaking regular missions to Bunia, Bukavu, Uvira and Kinshasa.The main responsibilities and tasks will include:
  • Analyzes political, security and program trends from a gender in peacebuilding perspective. Ensures that conflict analyses and programming are gender-sensitive;
  • Supports the P-DDRCS in developing and implementing a gender strategy. Provide guidance and training to SSU field offices, P-DDRCS Provincial Coordination and DDRCS stakeholders to ensure gender is mainstreaming within policy and programming;

Advanced university degree (Master’s degree or equivalent) in gender, political science, history, international affairs or related fields. Military Staff College graduation, or first level university degree, in combination with extensive experience in operational and analytical work in the field of international affairs, may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years of progressively responsible experience at international level in implementing the Women, Peace and Security Agenda

Objectif du poste

Le groupement de consultants créé pour répondre à l’Avis de Manifestation de Intérêt (AMI) du Projet Multisectoriel de Nutrition et Santé (PMNS) est constitué de COOPI (Lead) et de d’une organisation Congolaise avec un fort ancrage local. L’Adjoint Chef de Projet supporte le Chef de Projet dans la correcte gestion du projet, en termes techniques, économiques, financiers, de la gestion des ressources humaines et matérielles, avec une présence permanente sur le terrain, dans le respect du contrat et du budget du projet, des procédures COOPI et de celles du bailleur de fonds. Il collabore pour assurer l’obtention des résultats prévus par le projet dans le respect du budget. Il supporte l’organisation des réunions de coordination avec les partenaires du projet, suit l’état d’avancement des activités du projet et des partenaires et propose des synergies.  

Responsabilités

 Gestion du projet:
  • Contribuer à la planification, la mise en œuvre, le suivi, l'évaluation des activités selon l’action prévue par le projet;
  • Assister l’allocation des ressources du projet – humaines, financières, matérielles, et informations – en collaboration avec les Directions/Unités compétentes du Groupement en assurant le respect des procédures du bailleur de fonds et de COOPI;
  • Participer à la préparation du plan de travail opérationnel et la documentation du projet;
  • Contribuer à effectuer un suivi régulier de la bonne mise en œuvre de toutes les activités sur le terrain;
  • Assurer, en collaboration avec le Chef de Projet, que les systèmes de suivi du projet soient en place pour veiller aux indicateurs des activités;
  • Assister dans la préparation de tous les comptes rendus, rapports techniques et financiers exigés;
  • Assister dans l’entretien de bonnes relations institutionnelles avec les bénéficiaires, les partenaires du projet, les autorités locales et le bailleur de fond;
  • Représenter directement ou organiser la représentation régulière de COOPI aux clusters nutrition, protection de Kananga et groupes technique associés;
  • Supporter les activités de communication externe vis-à-vis des partenaires institutionnels, des autorités locales, de la Communauté Internationale;
  • Contribuer à la rédaction des rapports narratifs et financiers.
Responsabilités administratives/financières:
  • Contribuer à la planification des dépenses à effectuer;
  • Contrôler la cohérence des dépenses par rapport au budget du projet, superviser la comptabilité et la gestion de caisse et du compte du projet en utilisant les outils de gestion COOPI.
Responsabilités logistiques/sécurité:
  • Assister la supervision et la préparation des ressources matérielles nécessaire à l’exécution du projet;
  • Contribuer à la bonne gestion des biens acquis pour le projet;
  • En lien avec le Chef de Projet, participer à l’analyse de la situation sécuritaire de la zone d'intervention du projet et décider des actions à mettre en œuvre, si besoin, par rapport au plan de sécurité.
Ressources Humaines:
  • Supporter l’engagement du staff de projet et la gestion du staff affecté sur le projet et son évaluation.
 

Profil du candidat

  • Diplôme universitaire de niveau minimum BAC+3 dans un domaine pertinent (nutrition et/ou santé publique et/ou gestion de projets, sociologie ou équivalent);

Context

La province de l’Ituri compte entre 3,5 et 5,5 millions d’habitants et 18 ethnies. Quatre milices ethniques se sont structurées en fonction des affiliations claniques traditionnelles. Les attaques et tueries des ADF dans la province voisine du Nord-Kivu continuent à déverser des milliers de déplacés en Ituri et les tueries perpétrées contre la population civile obligent les habitants à se déplacer vers les lieux plus sécurisés dans la province de l’Ituri. L’état de siège dans les provinces de l'Ituri et du Nord-Kivu, ont pour but de restaurer la paix, alors que ces provinces subissent les attaques de groupes armés. Malgré ces efforts, le cycle de violence et l’insécurité ainsi que les atrocités continuent à sévir dans la province de l’Ituri. Ces conflits ont comme mode opératoire, la manipulation des jeunes et enfants qui se retrouvent ainsi victimes de ce cycle de violence et reste affectés par le chômage, pauvreté et le manque de vision pour l’avenir. A ce jour, aucun programme de démobilisation n’est opérationnel malgré la volonté des autorités d’intégrer ces jeunes dans la société. En 2022, l’Ituri compte 2.200.000 personnes en situation de déplacement dont 660.000 retournés. Au moins 50% de ces personnes déplacées sont les enfants, adolescents et jeunes. Un programme de Paix et sécurité ciblant les jeunes est plus recommandable pour contribuer à la réduction des conflits ainsi qu’à la cohabitation pacifique dans la province de l’Ituri.

Task description

Sous l'autorité générale et la direction du RR, sous la supervision secondaire du coordinateur du programme et sous la supervision directe du spécialiste du programme Jeunes femmes, paix et sécurité, le Volontaire des Nations Unies entreprendra les tâches suivantes : Fournir des services pour développer des politiques et programmes dans le domaine Jeune Paix et Sécurité en Ituri : • Contribuer à la conception et à la formulation de propositions de politiques, de programmes et d'initiatives. • Analyser régulièrement les questions clés en matière de paix et de sécurité, y compris le processus de désarmement, de démobilisation, de redressement et de stabilisation des communautés (DDRC-S) en Ituri ; • Développer une cartographie en termes de politiques actuelles, de projets et de parties prenantes sur la jeunesse, la paix et la sécurité dans la province. • Identifier des stratégies pour renforcer le leadership des jeunes dans les processus de paix dans la région et l'atténuation des risques. Établir des partenariats et soutenir l'élaboration de stratégies de mobilisation de ressources : • Aider à l'établissement de partenariats avec différentes parties prenantes ; • Rédiger la documentation pertinente sur les donateurs et rechercher les opportunités potentielles de mobilisation des ressources ; • Analyser et rechercher des informations sur les donateurs, finaliser des dossiers de mobilisation de fond sur les domaines de coopération possibles, identifier les possibilités de partage des coûts ; • Organiser, compiler et traiter les informations provenant des donateurs et de l'équipe de projet, afin d'alimenter diverses bases de données et documents. The United Nations Organization Stabilization Mission in the DR Congo (MONUSCO) was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). – http://monusco.unmissions.org.

Task description

Under the direct supervision of the Deputy Chief DDR/RR section, the duties of the Communication and Reporting Assistant will include but are not limited to the following: Reporting - Compile and complete information on early warning and key activities from field offices in a weekly and monthly section report, distributed to other sections across the Mission; - Develop and maintain a portfolio of evidence of DDR-CVR related RBB outputs as well as DDR-CVR activities contributing protection of civilians, security sector reform stabilization related RBB outputs. - Coordinate the monthly gathering of data from the DDR field teams and relevant DDR HQ units to populate the portfolio of evidence. - Manage the DDR client and weapons master databases. - Prepare the Section’s mid-term and yearly RBB performance reports, in coordination with DDR field teams and relevant HQ units, to include data analysis to support improvement of DDR-CVR programmes. - Prepare the DDR Section weekly situational report, briefing notes, talking points, and analytical notes to inform the Section’s decision-making and engagement with partners. - Improve or develop programme and operational reporting templates that facilitate the acquisition of information on DDR-CVR programmes; - Support the implementation of the work of all units in the DDR-CVR Section; - Liaise with a diverse array of local interlocutors and monitors/reports on developments related to the mandate of the Section; - Prepare responses to comments, statements, and queries of parties; - Develop and maintain relations with government officials at the working levels and advises them on issues and policies of mutual concern; - Participate as a member of a team dealing with a variety of DDR-CVR issues in the country; - Prepare analytical briefing notes, based on the field offices’ analysis to inform decision-making and support political advocacy efforts and good offices. Identify and compile best practices and lessons learned from completed activities by field offices and draft code cables and articles to highlight key achievements by the section, in collaboration with field offices; - Disseminate information material in a timely and quality manner as authorized by the Chief DDR; - Prepare or contribute to the preparation of various written reports and communications as requested by the Mission, in coordination with other sections e.g. Secretary General reports, Mission Annual and Mid-Term Performance Report; Coordination - Coordinate with other civil and military team members, relevant regional headquarters and government officials to achieve consistency and synergy in the reporting for the implementation of the Mission mandate; - Liaise, coordinate, share and corroborate information with other sections in the preparation of Mission reports and briefing notes; - When working with national staff or non-governmental counterparts, set aside dedicated time for capacity development through coaching, mentoring and formal on-the-job training; - Assist in planning, coordinating and supporting programmes, projects and activities requiring section and/or other sections and partner’s involvement and participation; - Represent the team at meetings, seminars and conferences; - Any other duties as requested by the supervisor.

The Democratic Republic of Congo is the second largest country in Africa, and as a result is quite diverse. Living conditions therefore vary between MONUSCO duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces, where, for instance, there may be no guarantee of public power supply nor running water. The ability to live and work in difficult and harsh conditions of developing countries is essential. Accommodation is very expensive in both Kinshasa and Lubumbashi. Supermarkets exist in the large towns (e.g. Bukavu, Kisangani), but consumer items are generally very expensive (as everything is imported). For food, local markets offer a much cheaper alternative. All MONUSCO duty stations are considered non-family duty stations, except for Kinshasa, Lubumbashi and Entebbe which are now considered family duty stations, and most are currently under UN Security Phase III (“relocation phase”: internationally-recruited staff are temporarily concentrated or relocated to specified sites/locations). In addition to insecurity related to the relatively volatile political situation as well as various conflict situations, certain places are subject to increasing street and residential crime, including in Kinshasa and Goma. Some degree of medical service is provided in all MONUSCO duty stations. Certain vaccinations are mandatory for MONUSCO personnel to enter the DRC, while others are compulsory for all other incoming persons. It is possible for incoming MONUSCO personnel, including UN Volunteers, to be asked to provide proof of some or all vaccinations, though this is unlikely. All UN Volunteers must ensure that they are up-to-date with all appropriate vaccinations, which should be clearly and properly endorsed in the International Certificate of Vaccination (“carte jaune”). Malaria is present virtually throughout the DRC, and it is therefore recommended to take prophylaxis. The unit of currency is the Congolese Franc. The US dollar is the other preferred currency. It may be impossible to exchange traveller’s checks away from the capital city. Credit cards are usually accepted in major hotels only in Kinshasa. In larger towns and cities (e.g. Kinshasa, Goma, Bukavu, Kisangani), UN Volunteers are recommended to open US Dollar bank accounts, while in other places, banks may be absent (including ATMs) and VLA payments will be processed in cash. UN Volunteers have the possibility to send part of their allowances to a bank account abroad. In addition to French, there are four major spoken languages in DRC, namely Lingala, Kikongo, Tshiluba and Swahili.

Mission and objectives

UNHCR's primary purpose is to safeguard the rights and well-being of refugees. In its efforts to achieve this objective, UNHCR strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, and to return home voluntarily.

Context

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and re-solve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). Repeated cycles of violence and conflict in the Central African Republic (CAR) have had spill over effects in the Democratic Republic of the Congo (DRC) with the two countries sharing a 1,500km border. In 2021, UNHCR biometrically registered 73,645 CAR refu-gees and asylum-seekers who had fled violence and insecurity following the 2020 presi-dential election, seeking safety in northern DRC. Small population movements involving people fleeing ongoing disarmament operations by the CAR government and its allies, or inter-ethnic conflicts in some prefectures of CAR causing forced displacements con-tinue to be reported by local authorities. As of 31 May 2022, about 209,495 CAR refu-gees have found refuge in the DRC. About 25 per cent of all CAR refugees live in five camps, while 75 per cent are spread across remote and hard-to-reach border villages in the provinces of North Ubangi (114,792), Bas Uele (49,305) and South Ubangi (44,910), while about 400 others are in the capital - Kinshasa and a couple of other provinc-es. In 2021, UNHCR and partners began implementing the alternative to camps policy that aligns with the Global Compact on Refugees. This policy seeks to strengthen pro-tection and assistance to refugees as well as support the communities hosting them through a series of activities aimed at improving access to social and economic ser-vices. In line with this policy, UNHCR has identified 10 villages in North and South Ubangi provinces to serve as development hubs. Four of these hubs are progressively being operationalized. They are Sidi, Nzakara, Wenze and Modale to which a total of about 16,404 refugees have already been relocated. UNHCR and partners have also continued to pursue durable solutions for CAR refugees in northern DRC, notably through voluntary repatriations since 2019. As of 30 June 2022, about 13,998 persons have been repatriated from Inke, Mole and Boyabu camps in North Ubangi and South Ubangi to parts of CAR where the security situation has been confirmed as stable. UN-HCR plans to facilitate returns for 20,000 persons in 2022. About 3,344 refugees have already gone back home since the relaunch of the operation in May. The Sub-Office manages one Field Office in Libenge, one Field Office in Yakoma et one Field Unit in Bili with approximatively 80 workforce.

Task description

Under the direct supervision of the Head of Sub Office, the UN Volunteer will undertake the following tasks: • Keep abreast all developments in operations to prepare appropriate briefings and reports. • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required. • Prepare funding submissions for donors, and draft any required after-action reports. • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities. • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster. • Support the supervisor in preparation for meetings and missions drafting of talking points. • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners. • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

Living conditions and remarks
Staff members may either live at UNHCR Guesthouse or in town where limited accommodation may be found. Gbadolite has a population of about some 180,000 inhabitants (latest 2018 data) and is located 25 kilometers south from Mobayi which is a town established at the Ubangi River. The Ubangi is the border with the Central African Republic and Gbadolite is situated at some 1,150 kilometers northeast of Kinshasa. Gbadolite was the ancestral home and residence of Joseph-Desire Mobutu (President of Zaire from 1965 to 1997) but also the area of Bemba. There is electricity thanks to the dam at Mobayi but it happens the electricity supply breaks down for some days or weeks and generator back up is required. The quality of the water is poor and most of the time is not available at nighttime. Housing opportunities are also very poor and ex-pensive for rather low quality. The climate for most of the year is characterized by humid and hot temperatures while the rainy season brings into surface crawling reptiles and insects. There are very limited medical facilities in Gbadolite that are not equipped to deal with serious medical cases. Evacuation opportunities are limited since there are only 2 flights per week. However, air ambulance evacuation can be organized for life threatening emergencies during day time. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. Malaria is the most common disease. As a general advice, applicants for the post should be psychologically prepared for the aforementioned context. The Office is of the view that, all things being equal, the two-year SAL should be upheld to avoid burnout. There is an R&R cycle of 8 weeks. MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Under the direct supervision of the Administrative Officer of SCM, the UN Volunteer will undertake the following tasks: • Provide administrative support in the Office of Chief Supply Management pillar as well as the overall management of the pillar. • Coordinate actions related to the administration of SCM’s pillar’s human resource activities, e.g., recruitment, placement, relocation, performance appraisal, job classification reviews, separation of staff members, and training. Ensure consistency in the application of UN rules and procedures. • Oversee the maintenance of vacancy announcement files and keep track of status of vacancy announcements and recruitments for SCM. • Provide information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, plus privileges and entitlements under the Staff Rules and Regulations. • Provide assistance in monitoring SCM services staffing table for both national and international staff in coordination with human resource section for various actions e.g., appointments, retirements, expiration of appointments, reassignments, transfers and movement of staff. • Assist in organizing all administrative requirements with respect to Chief, SCM official travel. Make travel arrangements and coordinate all administrative, logistical and security requirements for the Chief, SCM and his team. • Provide assistance in managing the section’s travel and training budget and also in the preparation and development of the pillar’s proposed staffing, training and travel budget. • Assist in monitoring SCM budget in relation to expenses such as travel within and outside the mission on official duty or training activities. • Provide assistance in monitoring SCM’s budget implementation/expenditures and recommend reallocation of funds as necessary such as Individual Contractor (IC) payments and and travel for training. • Provide guidance, training and daily supervision to clerical staff. • Draft, submit for review and approval routine correspondence such as Inter-Office Memoranda, faxes, emails, SOPs, administrative circulars. Maintain a filing system in Office of Chief SCM front office. • Coordinate extensively with SCM pillar staff members and liaise frequently with substantive sections both at Mission HQ and field offices. • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training. • Any other related duties as may be required.

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task description

Under the direct supervision of the Chief Integrated Warehouse (IW), the duties of the Logistics officer will include but are not limited to the following: Create and enforce policies for effective data management. Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data. Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects in Umoja. Support others in the daily use of Umoja systems and ensure adherence to legal and IWs standards. Assist with reports and data extraction when needed. Development of a meaningful transaction history file of assets using both manual and automated Enterprise Resources Planning (ERP) tools such as UMOJA and requisite reporting abilities and capabilities. Conduct accurate inventory performance analysis using the following metrics: service levels, comparative forecast calculations, unusual usage, safety/contingency stock calculator, minimum/maximum analysis, excess inventory analysis, ranking (ABC) analysis; Manage analysis and performance monitoring of the effectiveness and execution of asset control procedures in the IWs; Ensure accountability and proper tracking mechanisms to meet the expected organizational standards and goals; Verify the accuracy of the data recorded/updated in the assets control system. Monitor and verify accuracy of inventory data captured in the Inventory Management System UMOJA or equivalent systems. Identify discrepancies in the inventory and liaise with asset holders to resolve problems, when required. Living conditions and remarks
The Democratic Republic of Congo is the second largest country in Africa, and as a result is quite diverse. Living conditions therefore vary between MONUSCO duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces, where, for instance, there may be no guarantee of public power supply nor running water. The ability to live and work in difficult and harsh conditions of developing countries is essential. Accommodation is very expensive in both Kinshasa and Lubumbashi. Supermarkets exist in the large towns (e.g. Bukavu, Kisangani), but consumer items are generally very expensive (as everything is imported). For food, local markets offer a much cheaper alternative. Duties

  •  Vérifie les opérations comptables et analyse les comptes ;
  •  Produit régulièrement les informations financières sur les budgets du Programme et celui institutionnel ;
  •  Etablit les rapports de suivi financiers trimestriels issus du traitement des demandes de financements des partenaires;
  •  Participe à l’établissement des demandes de décaissements ;
  •  Assure l’archivage, la sauvegarde, le classement des documents et supports comptables ;
  •  Participe à l’élaboration du budget et au processus de contrôle budgétaire.
En matière d’appui aux activités des programmes/projets :
  •  Assiste à la préparation et l’exécution des missions d’appui aux projets ;
  •  Contribue à la préparation de tous les documents et rapports périodiques des Opérations en lien avec l’exécution financière du Programme.
  •  Met en place, améliore ou adapte les outils de gestion et de suivi des avances de fonds remis aux Partenaires d’exécution ;
  •  Contribue au renforcement des capacités des Partenaires d’exécution impliqués dans l’exécution Nationale (NEX) à travers l’organisation de sessions de formation/information, de partage des outils mis en place (manuel NEX, formulaires), d’ateliers et de réunions de suivi;
  •  Partage avec l’ensemble du bureau les directives administratives et financières d’usage avec les partenaires d’exécution ;
  •  Analyse les rapports financiers (E.FACE, PTA, etc.) fournis par les partenaires d’exécution du programme et transmet le feedback auxdits partenaires ;
  •  Contribue à la mise en place d’un système de suivi des OFA et suit chaque trimestre la réconciliation des OFA ;
  •  Assure le suivi de l’évolution de la situation globale des dépenses du programme à travers ATLAS ainsi que l’assurance de la fiabilité des rapports FACE ;
  •  Veille à une exploitation efficace d’ATLAS (insertion systématique des données relatives au Programme) en appui à la gestion financière et administrative rigoureuse et saine ;
  •  Assure la clôture opérationnelle et financière des projets conformément aux procédures et dans les délais prescrits ;
  •  Assure le suivi de l’état de mise en œuvre des recommandations des Audits ;
  •  Appuie l’analyse de la fiabilité des demandes d’avances de fonds trimestrielles NEX et ONG et de leur conformité avec les procédures ;
  •  Participe à l’inventaire annuel obligatoire du Programme, et à l’inspection physique des équipements et matériels ;
  •  Contribue à la préparation des budgets des projets à soumettre aux bailleurs.
  •  Assure la coordination et vérification des transactions financières engagée dans les bureaux de terrain ;
  •  Exécuter toute autre tâche à lui confier par son superviseur.
  •  Renseigne le plan d’assurance du bureau dans le cadre du HACT et procède à sa mise à jour après chaque vérification ponctuelle (Spotcheck) ;
  •  Prépare des missions de spotchecks auprès des partenaires et renseigne toute documentation requise aussi bien avant le démarrage de la mission qu’après le déroulement de celle-ci ;
  •  Prépare et classe toute la documentation financière requise dans le cadre de l’Audit Management du bureau.
Qualifications et Expérience:Etude/Formations :
  •  Un diplôme universitaire du premier cycle en comptabilité, finance, gestion des Affaires, ou tout autre domaine connexe est souhaité.
Expériences de travail :
  •  Expériences professionnelles avérée dans la gestion financière
  •  L’expérience au sein du système des Nations Unies est un atout.
Langues :
  •  Maîtrise du Français oral et écrit ;
  •  Bonne pratique de l’Anglais souhaitée.
Connaissances informatiques :
  •  Compétences dans les applications courantes de logiciel de bureau (Word, Excel, Powerpoint)
  •  Connaissance du logiciel de gestion Atlas est un atout.

  •  Avoir la nationalité de la République Démocratique du Congo (RDC)
