DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.Project Background The Danish Refugee Council (DRC) is implementing a large scale-up project to respond to the drought in the Horn of Africa and contribute to famine prevention efforts. At the current time the project will specifically be implemented in Kenya, Somalia and Ethiopia, with some displacement research extending into Djibouti.Overall purpose of the roleReporting to the Chief of Party, the Deputy Chief of Party (DCOP) will be responsible for the planning, management and oversight of delivery of all project activities, ensuring quality control, and the overall responsiveness of the assistance. The DCOP will be responsible for ensuring country delivery teams and mechanisms are fit for purpose, providing day-to-day solutions to operational challenges and closely tracking project deliverable. The DCOP will serve as a key member of project leadership alongside the Chief of Party (COP), and will therefore also be responsible for team management, project governance, reporting, award management, code of conduct compliance, and risk.Key responsibilities
  • Provide leadership and direction in project implementation and delivery especially implementing compliant, timely and on-budget activities to achieve the greatest impact toward programme goals and objectives;
  • Lead on dynamic project work planning, ensuring all project commitments are translated into pragmatic and actionable sequences with adequate resources assigned and systematic tracking to ensure effective completion;
  • Lead project coordination with the relevant country operations stakeholders (Project Country Leads, Area Managers, Heads of Support Services and department managers) to ensure optimal cooperation and collaboration so that the project is efficiently supported and integrated into the Country Offices, and so that the project follows all applicable DRC and donor policies and processes;
  • Support the Project Manager and DRC Finance teams to produce accurate and compliant financial forecasts (internal and external) and project financial reporting;
  • Working alongside the COP, foster and maintain a productive, respectful, and collaborative working environment for all project staff, not only those under the DCOP’s direct line management;
  • Support the COP to prepare and submit programmatic reports for the donor, relevant country governments, project partners and DRC as required;
  • Support the COP to maintain and update the project Risk Matrix with specific focus on operational and compliance risks. When assigned, take responsibility for implementing specific risk mitigation measures outlined in the project Risk Matrix;
  • Support the COP to develop and strengthen partnerships by focusing on ensuring relevant partnerships are compliant with DRC procedures and compliant with technical global standards;
  • Lead project compliance with donor requirements, for example code of conduct, ensuring regular and transparent reporting on compliance issues such as aid diversion. The DCOP will support with the submission of periodic project compliance reports

Qualifications and ExperienceEssential:
  • Minimum bachelor’s degree in relevant field
  • A minimum of 10 years’ experience working in the international humanitarian aid with at least five years’ experience in a similar operational role (Operations Manager, Deputy Chief of Party, Implementation Manager);
  • Demonstrated experience working with displaced populations in an emergency setting together with at least 5 years of delivering large-scale operations;
  • Strong project management experience, including resource management, work planning, implementation oversight and periodic review, and compliance management;
  • Demonstrated experience with remote team management, as well as direct management of diverse teams;
  • Proven background in large grants and award management;
  • Demonstrated experience in managing and delivering large multi-location programs in complex operating environments;
  • Operational expertise and experience in emergency and/or humanitarian aid programming;
  • Robust project planning and delivery skills;
  • High-level communications and interpersonal skills together with robust analytical and problem-solving skills;
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders; and
  • Fluent in written and spoken English.
  • Knowledge of Swahili, Amharic or Somali an added advantage

Expert Logistics*

in Goma

The position is to be filled as soon as possible, with an initial contract duration until January 31, 2024 due to project duration, with possible prospects for an extension. Employment location will be Goma, Democratic Republic of the Congo, with frequent travel to the project locations.As Expert Logistics in Welthungerhilfe's Goma Country Office, you will be responsible for all logistics activities (including procurements) for two KfW funded projects. You will procure a variety of goods for the projects in Ituri and Maniema as well as for the coordination office in Goma, ensuring best value within the required lead times, compliance to Welthungerhilfe and donor regulations, and timely reporting. In doing so, you will collaborate closely with both the logisticians based in the field and staff in Goma.

Your responsibilities

  • Lead the preparation and implementation of the annual procurement plan supported with budget and timetables
  • Ensure that Welthungerhilfe regulations for awarding of contracts (RAC) and donor regulations are upheld during project operations
  • Effectively negotiate with suppliers on a wide variety of commodities (protective equipment, vehicles, materials) and services to achieve the best overall value for the project
  • Contribute to supply chain management, including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services
  • Prepare, issue, and negotiate RFQ(s) for assigned procurements such as materials, equipment, commodities and services
  • Understand and ensure compliance with legal guidelines, contracting principles, sourcing and price/cost analysis requirements
  • Lead the overall property management and inventory control, preparing reports and reconciliations for both expendables and non-expendables according to Welthungerhilfe and donor rules and regulations
  • Conduct cycle inventory reconciliation, planned inventory and maintain/update asset and inventory records for the projects
  • Ensure timely reporting on stock status to the Head of Project and help project staff to plan stock replenishment in various locations and adherence to Welthungerhilfe standard procurement operating procedures (SOP's)
  • Conduct logistics training workshops for project staff on storage, distribution and inventory control
  • Fleet and transport management: organizing the allocation and daily availability of vehicles, implementing/maintaining vehicle tracking tools (logbooks, technical checks, use of seat belts, adherence to speed limits, vehicle booking process and movement monitoring system etc.)

Your profile

  • A university or polytechnic degree in logistics/supply chain management or a related professional/vocational training
  • At least 5 years of project management experience in humanitarian or development logistics and procurement functions, preferably in the region
  • KfW donor experience would be a strong asset
  • Diligent work attitude with strong coordination and organisational skills - even under a high workload
  • A high level of mental and physical resilience and willingness to work in difficult settings and travel to remote areas
  • Excellent communication skills and intercultural sensibility

Country Director, Democratic Republic of Congo

PurposeThe Country Director is the official representative and leader of Women for Women International in the Democratic Republic of Congo. The Country Director shapes the vision and strategy for the County Office, providing high-level oversight over all areas of program implementation and operations. They will have demonstrated the ability to build the capacity and counsel Country Office employees and manage team members. S/he will need to have a solid commitment to women's empowerment, experience delivering gendered transformative development programming, excellent leadership and management skills, the ability to communicate effectively, both in writing and orally, and to operate successfully in unstable and challenging environments.As the Country Director, you will be responsible for delivering results and driving programmatic excellence, growing the program, and implementing best practices at scale. By providing high-quality services, your work will directly contribute to and make a sustainable impact on the lives of thousands of women every year. The Country Director is a key leadership position responsible for the overall strategy, management (programmatic and operational), and development of WfWI DRC programs.You will lead a skilled and professional country program team directly delivering gender transformative development interventions. This includes a 12-month holistic gendered graduation program, work with Change Agents to engage men as allies, networking of graduates, and innovative projects designed to deepen the impact of our program for women. The team you lead is responsible for monitoring and evaluating impact and leading the Country Office and the rest of the organization in learning from that data and corresponding program improvements.As the official representative and leader for WfWI in the Democratic Republic of the Congo, the Country Director will represent the organizational advocacy and programmatic priorities to donors and partners. S/he will lead WfWI's reputation as a competent organization by developing and fostering new partnerships and local funding opportunities, cultivating and maintaining close, productive relationships with strategic partners, and continually identifying opportunities for WfWI to add value and maximize impacts.You will lead the team to deliver on a 2025 and beyond strategy by preparing appropriate operational plans with annual budgets and work plans each year. With support from other team members, you will be responsible for developing new business opportunities and managing and filling a funding pipeline. You will be responsible for raising and managing sufficient resources to deliver on partnership goals that enable the organization to scale up in line with our strategy. You will lead external relations with government, civil society, and donor agencies, oversee financial, administrative, and logistical resources, ensure adherence to WfWI minimum standards and donor compliance, and ensure good governance.   • Oversee the drafting of quality funding proposals and ensure accountable grant management aligned with organizational and donor requirements.
  • Develop fundraising opportunities and cultivate new donor relationships; ensure visibility of the WfWI DRC program regionally and internationally.
  • Lead donor mapping, develop and deliver fundraising strategy and targets for the country office.
  • Develop and maintain good working relationships with local and international partners, donors, grantees, relevant government agencies, and community leaders.
  • Lead and represent the organization to external audiences and stakeholders.
  • Identify and develop strategic partnerships with local women's organizations in DRC to jointly develop program proposals and engage in collective advocacy work.
  • Raise and manage sufficient resources to deliver partnerships that will help WfWI scale up in DRC and the region in line with the current strategic plan.
  • Develop brand and reputation among foreign and national governments, partners, donors, and other stakeholders, develop and maintain productive relationships and be the WfWI's representative and spokesperson to all publics, including local and international media/ audience.
  • Work with staff and partners to ensure programs and funding opportunities are identified, designed with appropriate assessment and context analysis, and aligned with the strategy.
Programmatic Strategic Leadership and Development
  • Lead the development and implementation of WfWI national strategy for DRC in line with the organization's ten-year adaptive strategy
  • Realize synergies and promote strategic integration and country partnership and influencing priorities
  • Cultivate and manage high-level relationships with global and technical stakeholders able to contribute resources, expertise, and political capital to WfWI's programmatic work.
  • Represent WfWI's programming in strategic collaborations with other departments at the global level or across country offices.
  • Identify interventions that require additional monitoring and evaluation and inspire the program team to analyze the program process and impact through surveys, qualitative research, and other mechanisms.
  • Work closely with the senior managers in all aspects of programming to ensure efficiency and accountability and to develop innovative programmatic approaches to help marginalized women improve their lives.
  • In addition to the national-level responsibilities outlined above, the DRC Country Director currently serves as a member of the global WfWI Leadership Team and is expected to contribute to shaping actively and representing the organization globally.
  • This role is also a member of additional layers of leadership in the organization, including the Country Directors meetings, the Global Leadership Team, etc., where (s)he is expected to be a thought leader,
helping to shape the organization.People, Capability and Culture Management
  • Lead recruitment of new staff according to programmatic and operations needs to grow a highly effective and capable team to pursue WfWI's strategic vision in DRC.
  • Mentor staff and ensure that all managers implement performance appraisal systems properly and impartially.
  • Support matrix managed staff and input into the ongoing development of objectives, reviews, feedback, etc
  • Co-create clear objectives and development plans for direct reports and engage in regular and constructive performance conversations.
  • Actively build and maintain systems that allow for the growth and development of all staff.
  • Uphold and promote the values of WfWI and the highest standards of professional and ethical conduct concerning our values, DEI and Code of Conduct, including the safeguarding policies against sexual exploitation, abuse and harassment.

DeliveryProgrammatic Strategic Leadership and Development
  • Provide strategic and management oversight to design the successful implementation of all programs offered by WfWI, including community identification/assessments, delivery of the Stronger Women Stronger Nations Program, including rights and life skills training, cash transfers, and business and vocational skills training; complementary programming including the Change Agent and Men's Engagement Program and work with graduates.
  • Provide strategic and management oversight of grant-funded projects that can include new areas of work that can deepen the impact of WfWI for the participants or graduates of our program, targeted interventions for non-participants in the broader communities where we work, etc.
  • Ensure grant implementation is excellent and grant reporting is complete and on time, setting WfWI up for successful new grant funding.
  • Define areas of geographic priority for WfWI in-country, assessing based on need, route to money, opportunities for partnership, etc.
  • Ensure that data collection, monitoring, evaluation, and reporting on any aspect of the program is conducted on time and in line with WfWI and donor policies, procedures, and grant agreements.

Formation:

Women, Peace and Security Expert The P-3 Women, Peace and Security Expert will allow the unit to strengthen and include gender mainstreaming in its capacity building activities, policy development and political engagement. The Expert would provide technical support to P-DDRCS including in the development of a national DDRCS gender strategy, advice to policy development in areas such as land reforms and natural resource management, and training and support to the provincial P-DDRCS gender focal points. The Expert would interact with partners and support the programming for the projects to be launched in 2023. The Expert would also be expected to develop and provide training for a wide range of stakeholders. The WPS Expert would be based in Goma to facilitate interactions with partners and provincial P-DDRCS bodies, while undertaking regular missions to Bunia, Bukavu, Uvira and Kinshasa.The main responsibilities and tasks will include:
  • Analyzes political, security and program trends from a gender in peacebuilding perspective. Ensures that conflict analyses and programming are gender-sensitive;

À partir du Kivu, où il y a eu la première intervention, les activités de COOPI se sont étendues à la plupart des zones de crise, afin d’y mettre en œuvre des programmes d’urgence au bénéfice des populations déplacées et victimes de la guerre avec un focus particulier sur la nutrition, la sécurité alimentaire et la protection de l’enfance. Dans les provinces en sortie de crise, COOPI s’engage dans la mise en œuvre de projets pluriannuels afin d’assurer une transition de l’urgence au développement et garantir un développement harmonieux et durable. COOPI favorise une réponse pertinente aux besoins des populations locales à travers une structure de coordination à Kinshasa et différentes bases opérationnelles dans les provinces. Chaque année, COOPI met en œuvre une douzaine de projets sur des financements de l’Union Européenne, du Fonds Humanitaire, de la CPI et des agences UN.  

Objectif du poste

Le groupement de consultants créé pour répondre à l’Avis de Manifestation de Intérêt (AMI) du Projet Multisectoriel de Nutrition et Santé (PMNS) est constitué de COOPI (Lead) et de d’une organisation Congolaise avec un fort ancrage local. L’Adjoint Chef de Projet supporte le Chef de Projet dans la correcte gestion du projet, en termes techniques, économiques, financiers, de la gestion des ressources humaines et matérielles, avec une présence permanente sur le terrain, dans le respect du contrat et du budget du projet, des procédures COOPI et de celles du bailleur de fonds. Il collabore pour assurer l’obtention des résultats prévus par le projet dans le respect du budget. Il supporte l’organisation des réunions de coordination avec les partenaires du projet, suit l’état d’avancement des activités du projet et des partenaires et propose des synergies.  

Responsabilités

 Gestion du projet:
  • Contribuer à la planification, la mise en œuvre, le suivi, l'évaluation des activités selon l’action prévue par le projet;
  • Assister l’allocation des ressources du projet – humaines, financières, matérielles, et informations – en collaboration avec les Directions/Unités compétentes du Groupement en assurant le respect des procédures du bailleur de fonds et de COOPI;
  • Participer à la préparation du plan de travail opérationnel et la documentation du projet;
  • Contribuer à effectuer un suivi régulier de la bonne mise en œuvre de toutes les activités sur le terrain;
  • Assurer, en collaboration avec le Chef de Projet, que les systèmes de suivi du projet soient en place pour veiller aux indicateurs des activités;
  • Assister dans la préparation de tous les comptes rendus, rapports techniques et financiers exigés;
  • Assister dans l’entretien de bonnes relations institutionnelles avec les bénéficiaires, les partenaires du projet, les autorités locales et le bailleur de fond;
  • Représenter directement ou organiser la représentation régulière de COOPI aux clusters nutrition, protection de Kananga et groupes technique associés;
  • Supporter les activités de communication externe vis-à-vis des partenaires institutionnels, des autorités locales, de la Communauté Internationale;
  • Contribuer à la rédaction des rapports narratifs et financiers.
Responsabilités administratives/financières:
  • Contribuer à la planification des dépenses à effectuer;
  • Contrôler la cohérence des dépenses par rapport au budget du projet, superviser la comptabilité et la gestion de caisse et du compte du projet en utilisant les outils de gestion COOPI.
Responsabilités logistiques/sécurité:
  • Assister la supervision et la préparation des ressources matérielles nécessaire à l’exécution du projet;
  • Contribuer à la bonne gestion des biens acquis pour le projet;
  • En lien avec le Chef de Projet, participer à l’analyse de la situation sécuritaire de la zone d'intervention du projet et décider des actions à mettre en œuvre, si besoin, par rapport au plan de sécurité.
Ressources Humaines:
  • Supporter l’engagement du staff de projet et la gestion du staff affecté sur le projet et son évaluation.

Context

La province de l’Ituri compte entre 3,5 et 5,5 millions d’habitants et 18 ethnies. Quatre milices ethniques se sont structurées en fonction des affiliations claniques traditionnelles. Les attaques et tueries des ADF dans la province voisine du Nord-Kivu continuent à déverser des milliers de déplacés en Ituri et les tueries perpétrées contre la population civile obligent les habitants à se déplacer vers les lieux plus sécurisés dans la province de l’Ituri. L’état de siège dans les provinces de l'Ituri et du Nord-Kivu, ont pour but de restaurer la paix, alors que ces provinces subissent les attaques de groupes armés. Malgré ces efforts, le cycle de violence et l’insécurité ainsi que les atrocités continuent à sévir dans la province de l’Ituri. Ces conflits ont comme mode opératoire, la manipulation des jeunes et enfants qui se retrouvent ainsi victimes de ce cycle de violence et reste affectés par le chômage, pauvreté et le manque de vision pour l’avenir. A ce jour, aucun programme de démobilisation n’est opérationnel malgré la volonté des autorités d’intégrer ces jeunes dans la société. En 2022, l’Ituri compte 2.200.000 personnes en situation de déplacement dont 660.000 retournés. Au moins 50% de ces personnes déplacées sont les enfants, adolescents et jeunes. Un programme de Paix et sécurité ciblant les jeunes est plus recommandable pour contribuer à la réduction des conflits ainsi qu’à la cohabitation pacifique dans la province de l’Ituri.

Task description

Sous l'autorité générale et la direction du RR, sous la supervision secondaire du coordinateur du programme et sous la supervision directe du spécialiste du programme Jeunes femmes, paix et sécurité, le Volontaire des Nations Unies entreprendra les tâches suivantes : Fournir des services pour développer des politiques et programmes dans le domaine Jeune Paix et Sécurité en Ituri : • Contribuer à la conception et à la formulation de propositions de politiques, de programmes et d'initiatives. • Analyser régulièrement les questions clés en matière de paix et de sécurité, y compris le processus de désarmement, de démobilisation, de redressement et de stabilisation des communautés (DDRC-S) en Ituri ; • Développer une cartographie en termes de politiques actuelles, de projets et de parties prenantes sur la jeunesse, la paix et la sécurité dans la province. • Identifier des stratégies pour renforcer le leadership des jeunes dans les processus de paix dans la région et l'atténuation des risques. Établir des partenariats et soutenir l'élaboration de stratégies de mobilisation de ressources : • Aider à l'établissement de partenariats avec différentes parties prenantes ; • Rédiger la documentation pertinente sur les donateurs et rechercher les opportunités potentielles de mobilisation des ressources ; • Analyser et rechercher des informations sur les donateurs, finaliser des dossiers de mobilisation de fond sur les domaines de coopération possibles, identifier les possibilités de partage des coûts ; • Organiser, compiler et traiter les informations provenant des donateurs et de l'équipe de projet, afin d'alimenter diverses bases de données et documents. Coordonner les efforts de plaidoyer, de développement des connaissances et de communication sur les, jeunes, la paix et la sécurité : • Participer aux réunions et dialogues politiques sur des questions liées à l’éducation à la paix et à la sécurité dans la province. • Aider au développement de stratégies de plaidoyer et à leur mise en œuvre. • Aider au développement de stratégies et de méthodologies de gestion des connaissances et de produits sur la participation des jeunes aux processus de paix dans la province.

Task description

Under the direct supervision of the Deputy Chief DDR/RR section, the duties of the Communication and Reporting Assistant will include but are not limited to the following: Reporting - Compile and complete information on early warning and key activities from field offices in a weekly and monthly section report, distributed to other sections across the Mission; - Develop and maintain a portfolio of evidence of DDR-CVR related RBB outputs as well as DDR-CVR activities contributing protection of civilians, security sector reform stabilization related RBB outputs. - Coordinate the monthly gathering of data from the DDR field teams and relevant DDR HQ units to populate the portfolio of evidence. - Manage the DDR client and weapons master databases. - Prepare the Section’s mid-term and yearly RBB performance reports, in coordination with DDR field teams and relevant HQ units, to include data analysis to support improvement of DDR-CVR programmes. - Prepare the DDR Section weekly situational report, briefing notes, talking points, and analytical notes to inform the Section’s decision-making and engagement with partners. - Improve or develop programme and operational reporting templates that facilitate the acquisition of information on DDR-CVR programmes; - Support the implementation of the work of all units in the DDR-CVR Section; - Liaise with a diverse array of local interlocutors and monitors/reports on developments related to the mandate of the Section; - Prepare responses to comments, statements, and queries of parties; - Develop and maintain relations with government officials at the working levels and advises them on issues and policies of mutual concern; - Participate as a member of a team dealing with a variety of DDR-CVR issues in the country; - Prepare analytical briefing notes, based on the field offices’ analysis to inform decision-making and support political advocacy efforts and good offices. Living conditions and remarks
The Democratic Republic of Congo is the second largest country in Africa, and as a result is quite diverse. Living conditions therefore vary between MONUSCO duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces, where, for instance, there may be no guarantee of public power supply nor running water. The ability to live and work in difficult and harsh conditions of developing countries is essential. Accommodation is very expensive in both Kinshasa and Lubumbashi. Supermarkets exist in the large towns (e.g. Bukavu, Kisangani), but consumer items are generally very expensive (as everything is imported). For food, local markets offer a much cheaper alternative. All MONUSCO duty stations are considered non-family duty stations, except for Kinshasa, Lubumbashi and Entebbe which are now considered family duty stations, and most are currently under UN Security Phase III (“relocation phase”: internationally-recruited staff are temporarily concentrated or relocated to specified sites/locations). In addition to insecurity related to the relatively volatile political situation as well as various conflict situations, certain places are subject to increasing street and residential crime, including in Kinshasa and Goma. Some degree of medical service is provided in all MONUSCO duty stations. Certain vaccinations are mandatory for MONUSCO personnel to enter the DRC, while others are compulsory for all other incoming persons. It is possible for incoming MONUSCO personnel, including UN Volunteers, to be asked to provide proof of some or all vaccinations, though this is unlikely. All UN Volunteers must ensure that they are up-to-date with all appropriate vaccinations, which should be clearly and properly endorsed in the International Certificate of Vaccination (“carte jaune”). Malaria is present virtually throughout the DRC, and it is therefore recommended to take prophylaxis. The unit of currency is the Congolese Franc. The US dollar is the other preferred currency. It may be impossible to exchange traveller’s checks away from the capital city. Credit cards are usually accepted in major hotels only in Kinshasa. In larger towns and cities (e.g. Kinshasa, Goma, Bukavu, Kisangani), UN Volunteers are recommended to open US Dollar bank accounts, while in other places, banks may be absent (including ATMs) and VLA payments will be processed in cash. UN Volunteers have the possibility to send part of their allowances to a bank account abroad. In addition to French, there are four major spoken languages in DRC, namely Lingala, Kikongo, Tshiluba and Swahili.

Mission and objectives

UNHCR's primary purpose is to safeguard the rights and well-being of refugees. In its efforts to achieve this objective, UNHCR strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, and to return home voluntarily.

Context

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and re-solve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). Repeated cycles of violence and conflict in the Central African Republic (CAR) have had spill over effects in the Democratic Republic of the Congo (DRC) with the two countries sharing a 1,500km border. In 2021, UNHCR biometrically registered 73,645 CAR refu-gees and asylum-seekers who had fled violence and insecurity following the 2020 presi-dential election, seeking safety in northern DRC. Small population movements involving people fleeing ongoing disarmament operations by the CAR government and its allies, or inter-ethnic conflicts in some prefectures of CAR causing forced displacements con-tinue to be reported by local authorities. As of 31 May 2022, about 209,495 CAR refu-gees have found refuge in the DRC. About 25 per cent of all CAR refugees live in five camps, while 75 per cent are spread across remote and hard-to-reach border villages in the provinces of North Ubangi (114,792), Bas Uele (49,305) and South Ubangi (44,910), while about 400 others are in the capital - Kinshasa and a couple of other provinc-es. In 2021, UNHCR and partners began implementing the alternative to camps policy that aligns with the Global Compact on Refugees. This policy seeks to strengthen pro-tection and assistance to refugees as well as support the communities hosting them through a series of activities aimed at improving access to social and economic ser-vices. In line with this policy, UNHCR has identified 10 villages in North and South Ubangi provinces to serve as development hubs. Four of these hubs are progressively being operationalized. They are Sidi, Nzakara, Wenze and Modale to which a total of about 16,404 refugees have already been relocated. UNHCR and partners have also continued to pursue durable solutions for CAR refugees in northern DRC, notably through voluntary repatriations since 2019. As of 30 June 2022, about 13,998 persons have been repatriated from Inke, Mole and Boyabu camps in North Ubangi and South Ubangi to parts of CAR where the security situation has been confirmed as stable. UN-HCR plans to facilitate returns for 20,000 persons in 2022. About 3,344 refugees have already gone back home since the relaunch of the operation in May. The Sub-Office manages one Field Office in Libenge, one Field Office in Yakoma et one Field Unit in Bili with approximatively 80 workforce.

Task description

Under the direct supervision of the Head of Sub Office, the UN Volunteer will undertake the following tasks: • Keep abreast all developments in operations to prepare appropriate briefings and reports. • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required. • Prepare funding submissions for donors, and draft any required after-action reports. • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities. • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster. • Support the supervisor in preparation for meetings and missions drafting of talking points. • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners. • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

Living conditions and remarks
Staff members may either live at UNHCR Guesthouse or in town where limited accommodation may be found. Gbadolite has a population of about some 180,000 inhabitants (latest 2018 data) and is located 25 kilometers south from Mobayi which is a town established at the Ubangi River. The Ubangi is the border with the Central African Republic and Gbadolite is situated at some 1,150 kilometers northeast of Kinshasa. Gbadolite was the ancestral home and residence of Joseph-Desire Mobutu (President of Zaire from 1965 to 1997) but also the area of Bemba. There is electricity thanks to the dam at Mobayi but it happens the electricity supply breaks down for some days or weeks and generator back up is required. The quality of the water is poor and most of the time is not available at nighttime. Housing opportunities are also very poor and ex-pensive for rather low quality. The climate for most of the year is characterized by humid and hot temperatures while the rainy season brings into surface crawling reptiles and insects. There are very limited medical facilities in Gbadolite that are not equipped to deal with serious medical cases. Evacuation opportunities are limited since there are only 2 flights per week. However, air ambulance evacuation can be organized for life threatening emergencies during day time. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. Malaria is the most common disease. As a general advice, applicants for the post should be psychologically prepared for the aforementioned context. The Office is of the view that, all things being equal, the two-year SAL should be upheld to avoid burnout. There is an R&R cycle of 8 weeks. Mission and objectives

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task description

Under the direct supervision of the Administrative Officer of SCM, the UN Volunteer will undertake the following tasks: • Provide administrative support in the Office of Chief Supply Management pillar as well as the overall management of the pillar. • Coordinate actions related to the administration of SCM’s pillar’s human resource activities, e.g., recruitment, placement, relocation, performance appraisal, job classification reviews, separation of staff members, and training. Ensure consistency in the application of UN rules and procedures. • Oversee the maintenance of vacancy announcement files and keep track of status of vacancy announcements and recruitments for SCM. • Provide information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, plus privileges and entitlements under the Staff Rules and Regulations. • Provide assistance in monitoring SCM services staffing table for both national and international staff in coordination with human resource section for various actions e.g., appointments, retirements, expiration of appointments, reassignments, transfers and movement of staff. • Assist in organizing all administrative requirements with respect to Chief, SCM official travel. Make travel arrangements and coordinate all administrative, logistical and security requirements for the Chief, SCM and his team. • Provide assistance in managing the section’s travel and training budget and also in the preparation and development of the pillar’s proposed staffing, training and travel budget. • Assist in monitoring SCM budget in relation to expenses such as travel within and outside the mission on official duty or training activities. • Provide assistance in monitoring SCM’s budget implementation/expenditures and recommend reallocation of funds as necessary such as Individual Contractor (IC) payments and and travel for training. • Provide guidance, training and daily supervision to clerical staff. • Draft, submit for review and approval routine correspondence such as Inter-Office Memoranda, faxes, emails, SOPs, administrative circulars. Maintain a filing system in Office of Chief SCM front office. • Coordinate extensively with SCM pillar staff members and liaise frequently with substantive sections both at Mission HQ and field offices. • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training. • Any other related duties as may be required.
