The Malaria and Neglected Tropical Diseases Program, as a leader in the effort to end malaria- related illness and death, refines and develops tools and approaches, supports national programs, and gathers evidence and data to enable national governments to pursue malaria elimination.

PATH is recruiting a Data Manager for a pilot implementation project of perennial malaria chemoprevention (PMC), previously known as IPTi, in the Democratic Republic of Congo (DRC). This is a GiveWell-funded project. A successful candidate will contribute to the development and strengthening of the project’s implementation strategies based on the effective data life-cycle management and other requirements.

Specific responsibilities include: a) Data Management:

•  Lead all data management components of the project including: ensuring standardized data collect and integration of all project-related datasets (e.g. programmatic, epidemiological, supply chain, supervision, etc.), and data management to produce ready-to-use datasets for subsequent analyses and visualizations.
•  Review and provide technical feedback on the project M&E Plan
•  Conduct data quality assessments on key performance indicators included in the Monitoring and Evaluation (M&E) Plan of the project
•  Support the NMCP in PMC data validation processes and in the implementation of routine DQAs at facility and health zone levels
•  Evaluate, on a monthly basis, the completeness and consistency of the PMC data reported in DHIS2 by the integrated health facilities
•  Review and provide technical feedback on the PMC supervision data
•  Collaborate with the Kinshasa School of Public Health on evaluation data management to produce ready-to-use cleaned datasets of all evaluation components

b) Data Analyses, Visualization, Reporting and Use :

•  Provide technical assistance to the MoH (NMCP and HMIS) and project team to integrate, analyze and visualize data, and build the culture of data use for decision-making
•  Conduct rigorous analysis and triangulation of data from a variety of sources to unearth implementation obstacles and opportunities, and employ cutting edge approaches and tools to generate compelling data visualizations
•  Train and mentor the MoH and project team in PMC data systems and tools
•  Support data compilation and production of periodic reports, as well as ad hoc briefing summaries on status and progress
•  Facilitate the establishment and institutionalization of PMC data use processes, with a focus on reducing the time in the information to decision cycle within project and the NMCP
•  Implement efficient and secure procedures for data handling and analysis
•  Produce analyses from supervision visits to guide weekly zonal, provincial and national project teams meetings
•  Work with the national and global technical team, and the Kinshasa School of Public Health to apply sound data science principles and methods to objectively and systematically track epidemiological changes and measure progress towards project targets

c) Project Data Systems Development :

•  Collaborate with the project team and the MoH (HMIS, EPI, NMCP, PRONANUT) to support the project data system development
•  Develop the PMC supervision data system
•  Work closely with the MoH HMIS department to ensure the proper functioning of the project’s DHIS2 modules
•  Participate in periodic assessments of national health information systems to evaluate their performance and discover ways of enhancing them (e.g., capacity building)
•  Actively participate in national HIS governance mechanisms—promoting strong NMCP involvement
•  Closely collaborate with the study team lead and the global technical team on day-to-day tasks and data system development milestones

Required Experience

•  Minimum of a bachelor’s degree in health informatics, public health, data science, or related field.
•  Minimum 3 years of experience in health data management for the private or not-for-profit health sectors.
•  Demonstrated ability to own project output.
•  Demonstrated ability to balance conceptual work, requirements to execute and to meet deadlines.
•  Outstanding analytical skills with proficiency to work on highly complex problems without extensive structural or operational support. Proficiency in common data analyses and visualization tools (e.g., MS Excel, STATA, SPSS, R, Python, DHIS2, Tableau)
•  Experience in DHIS2 management (including DRC HMIS/DHIS2) required
•  Demonstrated ability to work in a fast-paced environment across multiple time zones and manage competing priorities.
•  Strong communication skills and experience working in a highly collaborative environment as part of a cross-disciplinary and cross-cultural team.
•  Excellent oral and written English communication skills; demonstrated representational experience in professional and global fora.
•  Ability to travel up to 30-40% of the time.

This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment.
