BACKGROUND OF THE ASSIGNMENT:
In October 2020 WFP launched a new Protection and Accountability Policy (2020). The Programme officer will help operationalise the Protection and Accountability Policy (2020) and feed into its implementation and dissemination at the country office level. The Protection, Gender and Accountability team sits within the programme team and reports directly the Deputy Head of Programme. The Protection Officer will work simultaneously on the normative and operational component of the teams’ work plan and explore how to strengthen the implementation of the WFP updated protection policy at the country office level as required. The Protection Officer will coordinate closely with the Head of the Gender and Protection unit and support the gender, protection and AAP officers based at the sub and area office level.
WFP DRC currently has a team of 5 gender and protection officers. The team is still expanding. The gender and protection officers are locating in Tshikapa, Kananga, Goma, Kalemie and Bunia. The team is supported by a Gender, Protection and AAP advisor based in Kinshasa, DRC. The candidate selected for this position would directly support the Gender, Protection and AAP advisor in Kinshasa and ensure leadership and coordination of the protection, gender and AAP team in her absence.
Job Purpose: Assisting the various offices to mainstream protection and AAP as well as assist in providing technical guidance to Program Units to undertake conflict sensitive programming.
ACCOUNTABILITIES/RESPONSIBILITIES:
- The Protection Officer is responsible for coordinating and providing technical support to technical teams at the country office level, management as per required and all field offices with the support of the respective gender ad protection officers.
- Support the implementation of the WFP DRC Protection and Conflict Sensitivity Strategy, Accountability to Affected Populations Action plan (2020-2023), Gender and Protection country level workplan in coordination with the gender and protection officers in field offices.
- In collaboration with the Gender, Protection and AAP Advisor support updating the guidance developed at the CO level on protection, conflict sensitivity and accountability to affected populations. This includes technical support and guidance on the implementation of the community feedback mechanism Standard Operating Procedures.
- Conduct regular protection analysis based on feedback received through the Community Feedback Mechanism, protection risk assessment, desk review of protection cluster level information and security analysis.
- In collaboration with the Gender, Protection and AAP Advisor work with programme to ensure protection, conflict sensitivity and AAP are integrated into project design, implementation and monitoring.
- Conduct visits to area, sub and field offices to provide capacity building, protection and AAP oversight or protection and conflict sensitivity assessments.
- In collaboration with the Gender, Protection and AAP Advisor organise and facilitate capacity building opportunities (training, mentoring, high level discussion, panels etc.) to strengthen the institutional comprehension of protection, humanitarian principles and conflict sensitivity.
- In the absence of the Gender, Protection and AAP Advisor represent and participate in the various forums on protection at the Country Office level etc.)
- Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives.
- Support reporting as required.
DELIVERABLES AT THE END OF THE CONTRACT:
– Tools adapted to conducting a conflict sensitivity assessment in DRC
– Report on progress made to implementing gender, protection and AAP related workplan
-Report of missions to support area, sub and field offices as well as capacity building reports
