Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). Job Purpose

The Information Management Officer’s (IMO) task is to support the BHA Project and the cluster by ensuring the high-quality collection, collation, analysis and dissemination of operational information. The position will require close collaboration with DRCRC and IFRC to establish long-term information management solutions for data collection and information flows to support operational staff in effective decision-making.

In addition, the IMO will support DRCRC capacity building to volunteers and IFRC staff with data collection processes when needed to assure a more structured approach is implemented to integrate within departments and sectors throughout the operation.

Job Duties and Responsibilities

All activities are in support of the IFRC food Assistance Response in North Kivu and Tanganyika. Working together with the IFRC team and DRCRC, the IM officer’s duties will cover a broad range of outcomes including but not limited to:

  • Work to enhance the existing IM capacity of affected DRCRC branches and support the branch in setting up / improving their digital volunteer management system.
  • Cleaning data sets coming from the field / Ensuring data quality.
  • Improve and streamline current data recording and reporting processes across departments and sectors.
  • Enhance the analysis and data visualisation capacity of existing DRCRC staff.
  • Provide workshops and trainings on the use of mobile data collection tools to staff and volunteers of DRCRC.
  • Ensure a more complete adoption of mobile data collection tools within the response, and in preparation for future responses.
  • Provide IM technical support to the pillars SDB, IPC, CEA and PSS, as required.
  • Ensure appropriate data protection policies are adhered to.
  • Improve assessment tools and the use of data after collection.
  • Provide a link between DRCRC and IFRC reporting frameworks.
  • Support longer term monitoring systems, in partnership with PMER.
  • Coordinate information flows to external partners, as needed.
  • Configuring and maintaining dashboards to support monitoring of Red Cross activities on operational and strategic level.
  • Assess information needs of Federation-wide reporting, and means for DRC response information integration
  • Collecting, collating, analyzing and disseminating information regarding the plans and actual service delivery of major assistance providers.
  • Preparing or supporting the preparation of situation reports and assisting in the preparation of communication documents, briefing papers, maps and final reporting; specifically, be responsible for IM products such as visual representation of information used in reporting and communication activities.
  • Understanding and apply RC policies on information management including format and frequency of sit reps and other reporting requirements, filing and retrieval, and dissemination.

Education

A University degree in data and information management or similar

Experience

  • Minimum 3 years of prior professional experience in the development and use of GIS, database systems, data visualisation and other information management tools and mechanisms
  • Experience in using mobile data collection tools, such as Kobo, for data gathering in the field, and advanced form coding with XLS Form
  • experience in developing capacity building and training tools for ODK and Kobo toolbox
  • Experience in using mobile data collection tools, such as Kobo, for data gathering in the field

  • Excellent professional communications skills, both verbal and written in both English and French
  • Strong organizational skills, methodological and logical approach to tasks and problem solving

  • Ability to organize, analyse and synthesise large amounts of information
  • Ability to manage complex and sensitive relationships with partner organisations
  • Sound knowledge of Microsoft Office applications, especially MS Excel
  • Sound knowledge of data collecting tools (e.g. Kobo, ODK, XLS Form coding), reporting tools (e.g. PowerBI, Tableau) and GIS software (QGIS)
  • Fluent spoken and written English
  • Good command of English
