BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

 

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. According to the latest CSP evaluation, improving evidence-generation in forms of increased data utilization and analysis remains as one of the priorities. With increased need and demand for evidence-based programmes and operations, there is an urgent need to increase evidence uptake to enable informed decision making and scale best practices.

 

 

WFP DRC CO Research, Analysis and Monitoring (RAM) unit is responsible for gathering evidence across all DRC sub-offices. This requires the CO to support to planning, respecting corporate guidelines, standardising data collection tools, support to analysis, capacity development and information management. There are eight operational sub-offices, and approximately 100 staff working on RAM activities, including all field monitors.

 

 

WFP DRC is looking for a RAM Officer to strengthen WFP’s capacity to monitor and evaluate food security and vulnerability trends, contributing to the achievement of the WFP DRC Country Strategic Plan (CSP) objectives.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

 

Under the general supervision of the Head of the RAM Unit and direct supervision of the “Research & Evidence Generation” pillar RAM Officer. the candidate will perform the following duties:

1. Contribute to the design and implementation of WFP DRC’s Assessments Monitoring, and Evaluation (AME) plan ensuring provision of relevant strategic information to measure progress against the strategic outcomes of the WFP DRC Country Strategic Plan (CSP) in line with WFP’s corporate standards and minimum monitoring requirements.

2. Design and implement data collection systems to assess level of achievement of WFP interventions, including in areas with limited access through external partners and remote data collection.

3. Contribute to strategic and programmatic decision-making on evidence-based program design and implementation, ensuring the availability, accessibility and effective use of data and information from the WFP DRC RAM system.

4. Ensure availability of data related to the proposal formulation, reports, audits and other requests regarding the RAM system.

5. Provide input to the development and implementation of national and inter-agency M&E frameworks, including the Sustainable Development Cooperation Framework.

6. Assist the manager in ensuring that Country Office monitoring systems and tools are in place and compliant with corporate standards, including Minimum Monitoring Requirements (MMR), Standard Operating Procedures (SOP) and the establishment of baselines and targets in alignment with the updated Corporate Results Framework (CRF).

7. In collaboration with the RAM team, produce regular summary outcomes monitoring reports (PDMs, FSOM etc.) on the progress of program implementation and outcomes achieved, and contribute to the analysis of national evaluation (EFSA, SMART etc.).

8.Contribute to the coaching and technical capacity-building of the RAM unit staff in the Country Office and in the Sub-Offices, as well as the coaching of implementing partners on issues of research, surveys, etc.

9.Contribute to strengthening strategic partnerships within the framework of Joint Programs on resilience, with a focus on performance monitoring, analysis and impact assessment.

10. Build sustainable capacity and transfer technical skills in food security analysis and information management systems in relevant government institutions and local partners.

11. Strengthen internal knowledge and understanding of food security and vulnerability issues, contributing to improved preparedness.

12. Ensure the use of such knowledge to inform WFP decision making and contribute to country level work of government counterparts, civil society organizations, bilateral donors and UN agencies.

13. Contribute to the establishment and maintenance of a food security and vulnerability monitoring system to detect changes in the food security and vulnerability situation of populations at risk.

14. Strengthen the operational capacity of WFP staff to conduct food security assessments and analysis at the Country, Area and Sub-Office levels.

15. Oversee the successful implementation of food security and vulnerability assessments in the country.

16. Strong leadership skills and capacity to represent WFP in various fora, including IPC.

17. Other tasks as required.

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

Education:

Advanced University Degree with emphasis in one or more of the following disciplines: statistics, economics, agriculture, social sciences, demography, development studies or a field relevant to food security, nutrition or humanitarian assistance.

 

Experience:

 

At least 3 years post graduate experience in the areas of food security and/or nutrition with proven increases in professional responsibility.

Proven experience in a leadership/advisory role with large quantitative surveys preferably in the food security area with progressive responsibility in:

Design and management of large quantitative household surveys Descriptive and causal analysis of food security and nutrition

Reporting, editing and publishing of food security assessments and studies Proficiency in SPSS, Microsoft Office package including MS ACCESS is essential.

Knowledge & Skills:

 

Strong knowledge of food security analysis and the data collection, Econometrics, and typically associated with it;

Understanding of food security and nutrition conceptual frameworks; Advanced skills in quantitative data analysis (using SPSS/SAS/STATA) including sampling, descriptive analysis, multivariable analysis, and regression analysis. Excellent communication skills, both written and oral.

Strategic thinking Analyzing

Initiative – Problem solver Interpersonal skills.

Languages:

 

Fluency and strong writing skills in French is required.

Intermediate knowledge (level B) in English is also required.
