DescriptionMOMENTUM Integrated Health Resilience (MIHR) est un projet dirigé par IMA World Health en collaboration avec des partenaires (JSI Research & Training, Pathfinder International et ACHAP) en RDC. Le projet met en œuvre un programme de transition et de relèvement post-Ebola au Nord Kivu pour restaurer, stabiliser et maintenir les soins de santé primaires dans les formations sanitaires publics et privés fonctionnels, ainsi que jeter les bases du renforcement de la résilience au Nord-Kivu. Plus spécifiquement, le MIHR concentrera les activités de mise en œuvre dans les 10 zones de santé prioritaires (Beni, Mabalako, Kalunguta, Butembo, Katwa, Nyirangongo, Rutshuru, Rwanguba, Goma et Karisimbi).Dans le cadre dudit projet, IMA World Health recrute un consultant chargé de l'évaluation de la Résilience du système de Santé y compris la stratégie ACZ intégrée. Il/elle aura pour tâche essentielle l'apport d'une expertise technique à l'évaluation de la Résilience du système de Santé y compris la stratégie ACZ intégrée dans les zones de santé MIHR.Tâches et Responsabilités :Sous la supervision du Deputy Chief of Party/le Consultant Evaluation Résilience du Système de Santé y compris la stratégie ACZ intégrée aura pour tâches :
  •  Identifier et décrire les principaux scenarios de risques dans les zones du projet et leurs effets potentiels (sur le statut de santé des populations locales et les fonctions infranationales du système de santé ;
  •  Dégager les forces, les faiblesses/lacunes, les opportunités ou possibilités et les menaces (analyse FFOM) pour les fonctions du système de santé au niveau des zones de santé en prenant en compte les aspects ci-après :
    •  Le Leadership et la gestion de l'équipe de santé de district en temps d'accalmie » dans le contexte des principaux scenarios de risque.
    •  La Planification et la budgétisation participatives ou « ascendantes » en temps « d'accalmie » dans le contexte des principaux scenarios de risque et notamment :
  •  Planification de la continuité des services et des interventions en cas d'urgence
  •  Budget de contingence etc.
  •  Les Ressources humaines pour la planification et la gestion de la santé en temps « d'accalmie » dans le contexte des principaux scenarios de risque ;
  •  Capacité de gestion d'urgence en temps de crise.
-Equipe de réponse formée et équipées
  •  Disponibilité des produits et leur distribution au dernier kilomètre en temps « d'accalmie » dans le contexte des principaux scenarios de risque
  •  Les Systèmes d'information de gestion de la santé (SIGS : DSHI2) et la qualité des données en période de crises et dans le contexte des principaux scenarios de risques
  •  La disponibilité des programmes de prestation de services de santé communautaire, de nutrition, de santé des enfants y compris la vaccination, la PF/RH, SMNI, SBC et genre en temps « d'accalmie » et dans le contexte des principaux scenarios de risque. (Incluant les processus de planification de continuité des autres services/approches de la zone de santé dans le contexte des principaux scenarios de risque
  •  Les systèmes d'alerte précoce et de réponse existants ;
  •  Les systèmes d'alerte précoce existants (EWARS inclus) pour les principaux scenarios de risque.
  •  Décrire les capacités d'adaptation, d'absorption et de transformation du système de santé pour les principaux scenarios de risque ;
  •  Restituer les résultats de l'analyse et d'utilisation de la stratégie ACZ/ACC pour le renforcement du système de santé et de sa résilience
  •  Proposer une stratégie et des activités pour l'utilisation de la stratégie ACZ/ACC dans l'intégration des services de santé « informées par les risques »
  •  Préparer une histoire, un document sur comment le niveau des zones de santé utilise la stratégie ACZ/ACC pour renforcer la capacité de résilience du système de santé) ;
  •  Etablir un chronogramme des activités détaillées sur sa mission d'évaluation ;
  •  Proposer un outil d'évaluation de la capacité de résilience de système de santé en temps d'accalmie et pendant le moment de risque
  •  Publier les résultats de l'évaluation dans le site dynamique d'apprentissage de Momentum ;
  •  Préparer le rapport de consultance avec les résultats clés à présenter lors de l'atelier de la micro-planification intégrée sous format powerpoint ;
  •  Représenter le MIHR à l'USAID et aux autres réunions des groupes de travail techniques et les réunions de coordination ;
  •  Se rendre régulièrement dans les zones appuyées par le MIHR pour la récolte de données qui seront analysées.
Profil minimal
  •  Diplôme de docteur en médecine ou infirmier (A0) ;
  •  La maitrise en Santé publique est un atout ;
  •  Minimum de 3 ans d'expérience professionnelle dans la planification des activités de soins de santé primaire y compris la micro-planification PEV et des autres domaines de santé tels que :la santé maternelle, néonatale, infantile, le planning familial et même la nutrition ;
  •  Expérience en planification des activités de santé dont le plan d'action opérationnel y compris la micro-planification en faveur du PEV et des autres interventions de soins de santé primaire ;
  •  Avoir des compétences sur l'élaboration des plans de contingence et des interventions de riposte aux urgences ; en proposant des interventions de réduction de risque (les mitigations) ;
  •  Connaissance et expérience de travail au Nord Kivu de préférence ;
  •  Avoir une expérience à travailler en collaboration avec la DPS et les ECZS dans le cadre de la mise en œuvre d'un projet multipartenaire ;
  •  Très bonne connaissance du contexte socio- culturel des provinces de l'Est de la RD Congo et particulièrement la partie nord de la province du nord Kivu et les territoires de Rutshuru et Nyiragongo.
Compétences organisationnelles minimales requises
  •  Excellentes compétences interpersonnelles et capacité démontrée à diriger et à travailler efficacement en équipe ;
  •  Compétences créatives en résolution de problèmes et capacité de travailler efficacement dans des environnements aux ressources limitées ;
  •  Solides compétences interpersonnelles et de renforcement des capacités pour la formation, le mentorat et le coaching ;
  •  Excellentes compétences en communication orale et écrite en français

Cette responsabilité s’accomplira à travers les tâches suivantes : Suivi des mouvements de terrainSuivi des mouvements de terrain
  •  Maintenir opérationnels tous les matériels et équipements de communication Radios de l’IRC 24/24 et 7/Jours sur 7 ceci incluent les Radios stations bases, stations mobiles HF et VHF ainsi que les portatifs VHF ;
  •  Remplir le log book radio sur base des mouvements journaliers effectués et faire rapport au HASO ou log officer en cas d’évènement marquant ou d’incident de sécurité ;
  •  Être le point focal dans le suivi des mouvements de terrain sur la zone de l’Ituri ;
  •  Coordonner les communications d’une manière appropriée en cas de mesures d’urgence d’évacuation, hibernation ou Medevac ;
  •  Effectué les astreint nuit et weekend lors de situation dangereuses nécessitant de contrôle radio réguliers des staffs ;
  •  Respecter et faire respecter le protocole de communication radio institué chez IRC;
  •  Assurer le suivi permanent des équipes terrain et véhicules selon les règles et orientations internes, avec les outils mis à sa disposition ;
  •  Gérer le flux d’information concernant les thèmes sécuritaires de manière proactive, en les partageant sans tarder avec l’officier de sécurité ;
  •  Informer régulièrement le management des mouvements terrain, en établissant un rapport journalier des équipes sur terrain chaque fin de journée à envoyer à l’officier de sécurité avec copie au Coordinateur Terrain ;
  •  Mettre à jour la codification des sites d’implantation de projets de l’IRC. Cette codification comprend les noms de grands centres situés le long de la route à partir du bureau (base IRC) jusqu’aux sites. Initier le personnel de terrain à l’utilisation et au respect de cette codification.
Installation et maintenances
  •  Être capable d’effectuer des petits entretiens et d’installer les systèmes Radios HF et VHF ainsi que leurs composantes dans les bases et les véhicules de l’IRC ;
  •  Programmer les équipements Radios VHF /HF et SAT-phone des base bureau, Base Mobiles et portables de l’IRC ;
  •  Faire une dotation des matériels de communications aux équipes de terrain selon le besoin sur base de fiches d’affectation signées par les utilisateurs ;
  •  Faire un inventaire des matériels mis à sa disposition sur une fréquence mensuelle et faire rapport à son superviseur avec le supply chain en copie.
Briefing et formations
  •  Avec appui de l’Officier/manager sécurité aider à former et recycler les autres membres du personnel de l’IRC Grand Nord kivu sur l’utilisation de matériels de communication Radios HF, VHF et SAT-phone et sur les méthodes de communications appropriées et efficaces.
Briffer les nouveaux staffs sur la politique de communication radio de l’IRC et leur apprendre à utiliser les matériels de communication HF, VHF et SAT-Phone.

      •  Participer à l’élaboration des Termes de Référence (TDR) et l’évaluation des études techniques des forages, points d’eau et infrastructures associées dans le cadre du programme PDL ;
      •  Contribuer à la préparation et au suivi de l’exécution des projets (études, négociations, suivi de la mise en œuvre, ...) ;

      In October 2020 WFP launched a new Protection and Accountability Policy (2020). The Programme officer will help operationalise the Protection and Accountability Policy (2020) and feed into its implementation and dissemination at the country office level. The Protection, Gender and Accountability team sits within the programme team and reports directly the Deputy Head of Programme.  The Protection Officer will work simultaneously on the normative and operational component of the teams' work plan and explore how to strengthen the implementation of the WFP updated protection policy at the country office level as required. The Protection Officer will coordinate closely with the Head of the Gender and Protection unit and support the gender, protection and AAP officers based at the sub and area office level.

      WFP DRC currently has a team of 5 gender and protection officers. The team is still expanding. The gender and protection officers are locating in Tshikapa, Kananga, Goma, Kalemie and Bunia. The team is supported by a Gender, Protection and AAP advisor based in Kinshasa, DRC. The candidate selected for this position would directly support the Gender, Protection and AAP advisor in Kinshasa and ensure leadership and coordination of the protection, gender and AAP team in her absence.

      Job Purpose: Assisting the various offices to mainstream protection and AAP as well as assist in providing technical guidance to Program Units to undertake conflict sensitive programming.

       ACCOUNTABILITIES/RESPONSIBILITIES: 
      1. The Protection Officer is responsible for coordinating and providing technical support to technical teams at the country office level, management as per required and all field offices with the support of the respective gender ad protection officers.
      2. Support the implementation of the WFP DRC Protection and Conflict Sensitivity Strategy, Accountability to Affected Populations Action plan (2020-2023), Gender and Protection country level workplan in coordination with the gender and protection officers in field offices.
      3. In collaboration with the Gender, Protection and AAP Advisor support updating the guidance developed at the CO level on protection, conflict sensitivity and accountability to affected populations. This includes technical support and guidance on the implementation of the community feedback mechanism Standard Operating Procedures.
      4. Conduct regular protection analysis based on feedback received through the Community Feedback Mechanism, protection risk assessment, desk review of protection cluster level information and security analysis.  
      5. In collaboration with the Gender, Protection and AAP Advisor work with programme to ensure protection, conflict sensitivity and AAP are integrated into project design, implementation and monitoring.
      6. Conduct visits to area, sub and field offices to provide capacity building, protection and AAP oversight or protection and conflict sensitivity assessments.
      7. In collaboration with the Gender, Protection and AAP Advisor organise and facilitate capacity building opportunities (training, mentoring, high level discussion, panels etc.) to strengthen the institutional comprehension of  protection, humanitarian principles and conflict sensitivity.
      8. In the absence of the Gender, Protection and AAP Advisor represent and participate in the various forums on protection at the Country Office level etc.)

      ORGANIZATIONAL CONTEXT: WFP in the Democratic Republic of Congo, in line with its CSP 2021-2024, is implementing a multi-year resilience programme in different provinces of the country. Resilience building activities have been scaled up since 2020, with funds from Germany, Sweden, Canada, Norway, and Italy.  JOB PURPOSE: WFP, jointly with FAO and UNICEF, is scaling up an innovative model of community resilience in the North Kivu and South Kivu provinces of the Democratic Republic of Congo. The programme, “Strengthening socio-economic resilience of smallholder farmers and vulnerable populations to support peace and stabilization in the Democratic Republic of Congo (DRC)”, funded by BMZ, will be implemented in 3 territories and 6 health zones through the end of 2023.The three United Nations agencies are enhancing their capacity to coordinate resilience programme among geographical areas with a dedicated technical staff to be based in Goma under the administrative supervision of the Global Coordinator. The technical oversight will be ensured by the concerned staff of the three agencies in Goma in close coordination with the respective technical units in Kinshasa, Bukavu and Goma.       1. Mener des tâches de maintenance des systèmes et du matériel, comme la surveillance spécialisée des réseaux et la protection des systèmes, pour s'assurer que les technologies fonctionnent efficacement.
      2. Contrôler la fiabilité des technologies, répertorier les besoins des utilisateurs, analyser les données et élaborer des rapports précis, afin de recommander des solutions informatiques susceptibles de faciliter la prise de décisions en connaissance de cause.

      5. Donner des orientations et dispenser des formations à des collègues moins expérimentés pour les aider à assurer des services d'assistance informatique et contribuer ainsi au renforcement des capacités du personnel.
      6. Aider à la coordination de la mise en service de nouvelles applications pour fournir au personnel du PAM les outils dont il a besoin pour travailler efficacement.
      7. Élaborer des documents standard, comme des manuels d'utilisateur ou des fiches techniques, pour s'assurer que le personnel a accès à toutes les informations dont il a besoin sur les services et les produits informatiques.
      8. Apporter des améliorations aux méthodes et aux processus utilisés au sein de la Division des technologies de l'information pour contribuer à l'amélioration continue des services informatiques fournis.
      9. Assurer l'installation et la maintenance des systèmes et des équipements de télécommunications pour optimiser les services conformément aux modes opératoires normalisés en vigueur.
      10. Coordonner une équipe d'informaticiens pour s'assurer que les objectifs individuels et collectifs sont atteints conformément aux règlements et politiques applicables.
      11. Le cas échéant, appliquer les processus et les procédures d'intervention d'urgence définis pour aider à répondre aux besoins d'assistance alimentaire d'urgence.

      Qualification minimum Education 
      • Licence en Informatique, Ingénieur des Travaux en Informatique, Telecom ou toute autre discipline apparentée.
      • Certifications Cisco CCNA et MCITP Cisco CCNP, MCSA 2016 & VMWare seraient un atout.
      • Certification DBA (Database Administration) serait un avantage.
       Expérience 
      • A une expérience de l'analyse des résultats de la gestion des services et de la formulation de recommandations visant à les développer.
      • A participé à des initiatives de refonte des procédures opératoires et proposé des améliorations à apporter à la gestion des services recensés.
      • A participé aux procédures d'achat et de budgétisation suivies dans les bureaux de pays.

      Introduction

      Cordaid has a long history working in DRC a country affected by war and conflicts for decades.Cordaid is currently working in the following sectors: Health, Education and Security & Justice. We have a main office in Kinshasa, a coordination office for Eastern DRC in Goma and other offices in Bukavu, Bunia, Gemena, Kananga and Uvira. We are working in 24 of out of the 26 provinces.

      Position and responsibility

      The Finance and Operations Director, as Head of the Finance and Operations units, is responsible for all aspects of overall financial management, as well as administration for all operations of Cordaid in DRC.He/she is part of the Senior Leadership Team and reports to the Country Director. S/he will work closely with colleagues based in the office and in some sub offices in the country as well as with Cordaid HQ in The Netherlands, including the HQ-based Financial Controllers. He/she will also liaise with representatives and financial officers of counterpart partner organizations. Cordaid is optimizing working in a project organization. Therefor on some projects also directly link with different project leaders.

      General objective of the posting

      The Finance and Operations Director is responsible for managing the accounts receivables and payables of the organization. S/he also develops the organization’s budget, prepares financial reports and is involved in directing its investment activities. The Finance and Operations Director is also responsible for planning the organization’s long-term financial goals and protecting assets.

      Specific objectives

      Budgets

      In collaboration with relevant Program Staff, Project Leaders and Country Director:
      • Prepare budgets, both for (externally financed) projects as well as support units, on annual basis or other frequency, as may be appropriate;
      • Identifies bottlenecks in the budgets of the programme/projects and advices on financial improvements and ways to secure the costs and benefits, conform Cordaid financial rules and regulations.
      • On basis of budget performance, prepare budget revisions for approval to relevant parties;
      • Carry out regular budget monitoring (budget vs expenditure) and advice relevant staff and Country Director, pro-actively and on request, on all areas of attention on budget performance and the office’s cost recovery;
      • Prepare and maintain cash flow forecast based on the various budgets.
      • Pro-actively interacts with budget holders about cash flow management within projects, following internal control regulations and improves compliance of budget holders to policies. Negotiates about price setting in business contracts of complex logistical tenders.

      Daily financial management

      • Coordinates the activities of, and provides advice and guidance to, the financial staff in the Cordaid offices elsewhere in the country;
      • Ensures that cash- and bank balances are sufficient at all times, which will include complete and timely cash requests to the head offices in the Netherlands;
      • Ensures that procurement requests meet with financial requirements and are supported by provision in the (relevant) budgets;
      • Reviews all requests for payment and verifies that these are compliant with regulations before signing off;
      • Ensures that invoices are paid timely and correctly;
      • Maintains an up-to-date overview of outstanding liabilities (including services and/or goods provided but not yet paid) at all times;
      • Monitors and manages balance accounts including suspense accounts, advances, etc.;
      • Ensures that the finance officer responsible for maintaining petty cash has a sufficient balance and that all transactions are supported by supporting documentation;
      • Is first point of contact with the Bank and maintains regular contact;
      • Reviews all draft contracts for financial correctness;
      • Facilitates the activities of internal and external auditors when reviewing the accounts of Cordaid office.
      • Realises the financial and personnel administration of a field office, adjusting administrative processes in a way that secures auditability, timeliness, reliability of information and assures an optimal cost allocation within country offices.

      Compliance

      • Monitors the operational business of the Field Office and its contractual payments/invoices and reviews contracts with stakeholders, to assure keeping the compliance policy of Cordaid and legal regulations

      Reporting

      • Prepares timely monthly financial reports in accordance with internal procedures, for approval to the Country Director, which includes cash- and bank reconciliation, budget depletion overviews, balance accounts, transaction sheets, and cash request for the forthcoming period;
      • Prepares financial reports for external donors in accordance with donor agreements, ensures that these are complete and compatible with narrative reporting;
      • Provides staff with budget or financial information upon request;
      • Prepares any other financial report as may be required.
      • Collects information within the administrative organisations and reports about the financial results, specifics and possible deviations, following required reporting standards, providing solutions to minimize the impact of deviations. Advises from a financial perspective on matters that affect business management.

      Other

      • Is responsible, in close collaboration with the Country Director and program heads, for the financial wellbeing (stability, liquidity, sustainability) of the Cordaid office;
      • Maintains a solid understanding of all Cordaid financial rules and regulations, as laid down in the Field Manual and other official documentation, and ensures that all Cordaid staff acts in accordance with these;
      • Pro-actively provides advice to Management on areas of suggested improvement in financial management;
      • Provides advice to partner organisations on financial matters in relation to Cordaid support;
      • Develops partner capacity building programmes;
      • Leads personnel in accordance with the management style and social policy of Cordaid, focused on productivity, employee development and satisfaction.
      • Manages large and complex partnership and projects. Ensures cost coverage of the Country Office staff and provides strategic management information for the director.
      • Ensures efficient use of resources and controls quality of work.
      • Any other assignment that can reasonably be asked from the position.

      Qualifications

      • Master degree in financial management;

      • At least seven years’ experience in working with an INGO, of which at least five in a senior financial position;
      • Good and proven experience with working with various external (institutional) donors like UN, EC, Global Fund, World Bank;
      • Strong analytical and problem-solving skills;

      • Strong communication skills;
      • Be diplomatic, culturally sensitive, result-oriented, innovative and a strong team player;
      • Excellent French and English writing and communication skills;

      • Work experience in fragile, stressful settings;
      • Proficiency in financial software, including Pastel/Sage and Dynamics will be desirable;

      Specifics of duty station

      The Finance and Operations Director will be based in the Cordaid office in Kinshasa. Regular travel to other project areas will be required.

      Contract information

      The contract period is for 12 months starting as soon as possible, with the intention to extend for a longer period.       Experience and qualifications:
