Monitoring, Evaluation, Research, and Learning Coordinator

The Monitoring, Evaluation, Research, and Learning (MERL) Coordinator will be responsible for the management of MERL-related tasks and deliverables for projects and grants, data cleaning, analysis and reporting for internal and external organizational stakeholders. He/she will work closely with the global and Country Office MERL teams and the Programs sub-teams to produce reports for grants and support the generation of evidence that will inform strategic and programmatic decision-making. The MERL Coordinator will also work with the MERL team to design and implement data collection tools, execute focused research projects, and contribute to proposal development. This position is open to U.S and international candidates and will be based where the candidate resides.

The location for this position is flexible wherever we have an existing Women for Women International office or hub. The possible locations include Afghanistan, Iraq, Nigeria, the Democratic Republic of Congo, South Sudan, the United States, the United Kingdom, and Germany.

At this time, candidates within the US should be located in one of the following States: NC, CA, CO, DC, GA, IL, MD, NJ, NY, OR, PA, VA, WA, FL and TX.  Please note that the salary pay range may vary in line with our global compensation policy and remote working principles policy. individual pay is determined by our job framework, including skills, experience level, and location. Annual salary range for candidates within the US: $67,7 – $76,2K.

The focus of interaction for this role is:

MERL Grant Management; Data Analysis and Report Writing:

  • Serve as focal point for MERL-related deliverables for assigned grants ; work directly with Country Office staff (Country MERL Managers/Coordinators) to manage progress against MERL deliverables, support data cleaning and verification as part of the effort to improve MERL field data quality and accuracy; perform data analysis for internal and external donor and stakeholder reporting needs, including leading or supporting the development of MERL components of quarterly, semi-annual and annual grant reports, and coordinating on analysis and review with Country Office MERL teams.
  • Support program improvement and organization-wide use of field data for learning and decision-making, particularly by supporting Country Offices to reflect on results and promote evidence-based learning.
  • Develop other written outputs of analysis, such as internal evidence briefs, blogs, and white papers.
  • Support and conduct presentations developed for sharing data analysis.
  • Support capacity-strengthening efforts for MERL colleagues through the routine provision of training in relevant topics such as data analysis, study instrument design, and logframe design
Proposal Development:
  • Support the business development team to develop proposals featuring a MERL component
  • Brainstorm proposal design with relevant global staff and draft appropriate, rigorous, yet feasible MERL frameworks for newly proposed projects
  • Support country office staff to articulate logframes, pertinent indicators, and evaluation strategies as needed for new project proposals.

Key Responsibilities

Organizational Data Analysis and Report Writing:
  • Responsible for conceptualizing and writing the annual WfWI graduate data summary, including all data analysis, creation of visuals and presentations, and writing the narrative.
  • Update, maintain and refine syntax for Stata code used to analyze data; improve efficiency of data cleaning and analysis processes under supervision of the MERL Director.
  • Prior to creating the above-mentioned reports, perform data cleaning and verification as part of the effort to improve MERL field data quality and accuracy.
  • Undertake data analysis for other projects to support program improvement and organization-wide use of field data for learning and decision-making.
  • Contribute to written outputs of analysis, such as briefs, blogs, and white papers.
  • Support and conduct presentations developed for sharing data analysis.
MERL Systems and Planning:
  • Monitor performance of organizational data collection platform and functions; serve as Global MERL system troubleshooter when needed; actively contribute to data system improvements.
  • Lead in tracking and updating program enrollment globally, and support country offices to implement referral tracking and reporting.
  • Design surveys and other instruments for operational research and evaluations (e.g., supplements to annual MERL report, field research projects, impact evaluation, focused research projects to answer programmatic questions).
  • Keep informed of the latest developments in measurement approaches.

Skills Knowledge and Expertise

Required:
  • A Bachelor of Arts/Bachelor of Science graduate in public health, public policy, international development, economics, statistics, or other related science or social science fields.
  • BA/BS with 4-7 years’ experience OR a graduate degree and 3-5 years’ experience in international development project management/M&E.
  • Strong training in quantitative data collection and analysis methods
  • At least one year of full-time experience directly conducting data analysis using STATA or SPSS and/or qualitative data software.
  • Knowledge of and experience in conducting monitoring for international development projects, including creating and tracking indicators for outcome measurement and developing logframes.
  • Strong project management skills. Experience demonstrating ability to independently manage projects and coordinate stakeholders to meet deliverable deadlines.
  • Interest in and ability to train global staff members in evaluation and research-related concepts, such as study design, tool development, data analysis, and data communication required.
  • Strong analytical and critical thinking skills, a desire to learn, and an inquisitive mind.
  • Ability to work independently and interdependently and communicate within a diverse and multicultural work environment across time zones; strong team-work capacity required.
  • Ability to prioritize projects, take initiative, and multi-task.
  • Excellent organizational and time management skills; ability to work efficiently and to deadlines.
  • Willingness and eagerness to learn about international development, women’s issues, measurement, monitoring and evaluation, data cleaning and analysis.
  • Passionate about women’s rights and development issues.
  • Ability & willingness to travel internationally, up to 10-20% per year, to post-conflict and austere locations.
Preferred Qualifications:
  • Candidates with Master of Arts / Master of Science degrees are preferred.
  • Previous experience working with large, merged datasets and working on data analysis for research a strong plus.
  • Knowledge of and/or direct experience with qualitative data collection methods a strong plus.
Physical Demands:
  • May require bending, lifting, standing, sitting, computer work, etc.
