Interim Country Director – Democratic Republic of Congo

Women for Women International works in some of the most dangerous places to be a woman. We serve women survivors of war in conflict and post-conflict areas around the world in 8 countries, including Afghanistan, Iraq, DR Congo, Nigeria, and South Sudan. Women for Women International began working in DRC in 2004. We have a head office in Bukavu and a sub office in Uvira with a total of 40 staff and a budget of over $2.8 Million. More than 100,000 marginalized women have graduated from our 12-month signature program of social and economic empowerment. Many women continue to be connected with WfWI as a part of our Change Agent program that supports graduates to work with one another and achieve change on their priority issues at the local and national level. We have also served more than 15,700 men in our Men’s Engagement Program.
The Women for Women International (WfWI) country office in the Democratic Republic of Congo (DRC) is seeking to immediately hire an Interim Country Director to be based in Bukavu for a period of approximately 12 months to fulfill the head of office functions and responsibilities and to assist in the Country Director leadership transition and an organizational change process.

Purpose                                                                                                                                                                                

The Interim Country Director will be responsible for managing the day-to-day work of the country office, leading the senior management team, ensuring the highest quality, integrity, and efficiency of programs and operations, helping to foster empowerment and accountability in the workplace, and representing the organization at the country level.

Key Responsibilities

Engagement
 Fundraising, Representation & Partnerships
  1.  Develop fundraising opportunities and cultivate new donor relationships in collaboration with the global Business Development team.
  2.  Develop and maintain working relationships with local and international partners, relevant government agencies and community leaders; in particular, support the CO team in the design and implementation of new partnership approaches as guided by the WfWI Partnership Strategy and DRC Country Strategy
  3.  Lead and represent the organization to external audiences and stakeholders including the INGO Forum Executive Committee.
People Capability and Culture – Human Resources Management:
  1.  Ensure that systems and processes are in place and adhered to for the WfWI Code of Conduct, recruitment, compensation and benefits, labor law & taxation compliance, staff health and safety, staff training and development, employee relations and performance management.
  2.  Directly supervise the Senior Program Manager, Finance Manager, Logistics Manager, PCC & Admin Manager, in line with the WfWI Performance Management Guidelines including the setting of annual performance objectives and development plans, annual performance appraisal and regular 1:1 meetings regarding progress throughout the year.
  3.  Participate in hiring all senior manager-level positions as needed.
  4.    Empower staff on a day-to-day basis to ensure                high performance in implementing the strategic direction of the organization, including mission, vision and goals.
  5.   Help to unify staff and foster an open, supportive environment, keeping the women we serve at the center of our focus and decision-making processes.
  6.  Provide opportunities to improve staff performance including training, professional development and effective work structuring.
  7.   Create, communicate, ensure constant implementation of, and periodically review office and staff security plans.
 | Delivery 
Financial Management:
1.       Ensure that proper financial systems and controls are maintained and verified.
2.       Provide substantive contribution where appropriate to all aspects of Country Office financial management including: managing costs to budget, financial and grant reporting and related areas.
3.       Ensure that Finance staff is properly trained and that all staff understands policies and procedures regarding cash, procurement, etc.
4.       Work with senior managers to develop new budgets and monitor existing ones.
5.   Oversee the annual planning and budgeting for the country office in collaboration with senior staff and the Global Support Center and in alignment with the DRC strategic plan.

Program Management:
1.     Ensure that all aspects of the WfWI signature 12-month program for women – including training in life skills, business skills and vocational skills, distribution of stipend/cash transfers, and any other complementary projects – are implemented with high quality and in accordance with organizational mission and guidelines.
2.     Ensure that all data collection, monitoring, evaluation and reporting on any aspect of the program is conducted in a timely manner and according to the highest possible standards, with an emphasis on applying learning to improve our programs
3.     Work closely with the senior managers on all aspects of programming to ensure quality, efficiency and accountability and to appropriately address challenges as they arise.
4.     Ensure effective and timely grant management, budget utilization and fulfilment of annual targets.
5.     Ensure that all staff are fully trained on our Safeguarding/PSEAH policy and procedures, that the policy is adhered to and monitored, and that the country team as a whole prioritizes this in all our interactions with the women we serve.
 
Strategic Oversight and Compliance:
  1.  Provide strategic advice to the design and successful implementation of all programs, including assessment of priority locations for operation.
  2.  Ensure country office compliance with all organizational policies, procedures and program guidelines.
Others
Adhere to WfWI’s Code of Conduct and Safeguarding Policies and report concerns to the organizational values of Empowerment, Integrity, Respect, and Resilience.

Skills Knowledge and Expertise

  1.  Master’s Degree in Development or relevant field (or Bachelor’s Degree and 15+ years experience in lieu of advanced degree);
  2.  At least 15 years’ work experience at senior management level;
  3.  Ability to advise, coach, mentor and motivate staff in a participatory management style.
  4.  Demonstrated skills and experience in financial management, human resource management, logistics and general program management.
  5.  Exceptional verbal and written communication and interpersonal skills;
  6.  Strong problem-solving and analytical skills;
  7.  High level of maturity and personal integrity;
  8.  Understanding of the work of NGOs in the social, political and economic context of DRC
  9.  Fluency in English and French; local language skills an added advantage;
  10.  Strong computer skills in Microsoft Word, Excel, PowerPoint and email applications.
