The Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified and motivated individual to join our dynamic team as Chief of Party for Congo Cash Consortium.

About the Consortium:

The Congo Cash Consortium is recently formed and consists of three international consortium partners and two national organizations. The Consortium has a strong focus on learning, in particular as regards the use of mobile money in eastern DRC. The consortium will find innovative solutions to some of the core problems the humanitarian sector in DRC faces, pilot them, and deliver at scale.

DRC is a leading humanitarian organization globally and the largest NGO in Denmark, working in 28 countries around the world. DRC’s overarching mission is to assist and protect refugees and to empower them towards a better future. DRC has been working in the DR Congo since 2007.

GD is an American INGO focused on cash transfers and has been working in DRC since 2018. Give Directly works mainly in sub-Saharan Africa using cash transfers delivered via mobile money to significantly reduce poverty.

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization that has been working for over 75 years to improve the protection and dignity of refugees and internally displaced persons. NRC advocates for the rights of displaced populations. NRC has been present in the Democratic Republic of the Congo (DRC) since 2001. Operating in North Kivu, South Kivu, and Ituri, NRC works to meet the basic needs of people affected by displacement, particularly in the sectors of education, shelter, ICLA, and WASH. NRC also has an emergency response mechanism that enables it to respond quickly to the multisectoral needs of people affected by displacement.

The Consortium has three pillars of intervention: first, a rapid response to population movement by Give     Directly, based on remote sensing and using mobile money; second, a follow-up response by NRC or DRC to both track and minimize exclusion errors during the first phase; third, and not timebound or displacement-related, DRC will accept the verified referrals from CCC partners or external agencies, with whom the Consortium has an MOU, of extremely vulnerable households (e.g., indigent, malnutrition affected, or etc.) where that agency does not have MPCA capacity.

This position reports to Country Director and Consortium Steering Committee and will supervise staff in cash consortium.

Overall purpose of the role:

  • Responsible for providing vision, leadership and direction to the Consortium and its activities.
  • Ensure the consortium has a coherent technical and operational strategy that responds to the requirements of people the project intends to support.
  • Take a leadership role in representation and advocacy with donors, key stakeholders and implementing partners.
  • Responsible for the overall strategy and implementation.

 

Main Duties and Responsibilities:

The Consortium COP will drive the Congo Cash Consortium agenda relying on their excellent leadership, managerial, technical, and interpersonal skills and experience. S/he shall have a deep understanding of the Congolese context, cash operations in Congo, and developments and learning vis a vis MPCA globally.

Leadership and Coordination

  • Chair Steering Committee meetings and ensure that clear agendas are set and meeting minutes produced and circulated in line with the Steering Committee TOR.
  • Coordinate and attend the technical Steering Committees ensuring they are presented with key decisions and information on which to make their decisions;
  • Ensure effective communication at the CCC governance level and between governance and technical and operational focal points.
  • Ensure the effectiveness of different governance structures, including the Steering Committee, Technical Groups, and other working groups deemed necessary.
  • Monitor work plans to ensure accountability to programme commitments.
  • Manage staff within the consortium team and work across the three organizations with different staff to achieve consortium objectives and increase their reach and influence.

Program Implementation 

  • Support the timely delivery of agreed outputs of each Consortium member and ensure quality program implementation in line with the agreed strategy.
  • Ensure the effective implementation of project activities in the country through direct leadership of the country-specific governance bodies and working groups.
  • Lead the work planning process with partners and coordinate between partners to ensure complimentary activities and sequencing among activities and between projects.
  • Ensure quality technical inputs into the design and delivery of the program activities, including field implementation.
  • Oversee design, planning and delivery of consortium programming and budgets.
  • Directly manage the learning agenda and associated budgets for the Consortium.
  • Work closely with Consortium members on recruitment of staff seconded by NRC or GD; lead recruitment of any staff seconded by DRC to the CCU.
  • Manage the CCU team, dynamics and staff well-being; provide coaching and mentoring to the team; tailor development plans and complete/input into (as appropriate) performance assessments for direct reports.

Business Development

  • Represent the Consortium to prospective and actual donors on all aspects of current and future programming.
  • Identify, research, and develop new funding opportunities within the CCC     Consortium mandate and utilizing consortium member’s specific skills and capacities.
  • Establish and maintain an effective RACI/process map for proposal development.
  • Lead and coordinate the development of new programming and proposals, from conception to submission, with support from DRC’s Grants Unit.
  • Assist with the coordination of and/or participate in visits of donors / others related to the programme

Representation and Advocacy

  • Serve as the primary representative to national and international stakeholders, including coordination bodies.
  • In coordination with relevant partner focal points, develop and maintain positive relations with relevant ministries and other government and de-facto government counterparts, donors, local organizations, and program partners.
  • Engage in and represent the consortium at the country-level INGO and UN coordination architecture for livelihoods, promoting the values of the consortium, coordinating with external actors, and representing the consortium.
  • Promote the use of consortium-generated knowledge and learning.
  • Provide strategic leadership on external communications in line with the Steering Committee.
  • Lead on organizing joint consortium events, such as project launches, joint advocacy, research, etc.

Compliance & Support 

  • Lead and coordinate the audit process with partner focal points; maintain knowledge of all donor requirements, and provide advice to partners in finance, procurement, human resource, and visibility requirements. Stay updated on all relevant contracts entered into by the consortium and communicate to the donor as required.
  • Oversee financial management, project accounting systems, sub-grant management, and ensure operational efficiency through the monitoring of partner financial reports, providing guidance on cost eligibility.
  • Maintain programme-wide risk register, consolidating agency-specific risks at the consortium level, ensuring all risks have appropriate ownership, are monitored, and mitigation and response measures are in place.
  • Respond accordingly to risk escalation and ensure periodic review and discussion of risk management with relevant risk owners and relevant consortium governance bodies.

Reporting & Communication 

  • Monitor program implementation and ensure regular reporting by consortium partners.
  • Provide quality assurance on and approve final donor reports based on input from consortium partners.
  • Establish and maintain an effective RACI/process map for reporting.
  • Ensure all partners are submitting timely financial and narrative reports in line with donor and DRC system requirements.
  • Review actual financial performance against the budget and explain variances on a regular basis.

 

About you

Required:

  • At least 7 years’ experience in technical or management roles related to MPCA / cash transfer programming.
  • Post-graduate degree or equivalent applicable experience
  • Demonstrated project, programme, and human resource management and coordination experience.
  • Experience in dynamic, insecure and fragile contexts; experience in DR Congo a major asset
  • Experience in social protection as an asset
  • Ability to express complex concepts concisely and to communicate effectively across a range of stakeholders.
  • Excellent relationship management and networking skills
