Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the National Medical Officer the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to the migration reception centers in Kinshasa, DRC.
RESPONSIBILITIES
Perform daily nursing activities in the centers to fulfil the technical requirements of the resettlement countries in the areas of:
a) Medical examinations,
i. Such as checking vital signs, weight, height, visual acuity;
ii. Blood, urine or sputum collection as required;
b) Imaging;
c) Laboratory testing;
d) Vaccinations;
e) TB management;
f) Treatment and referrals;
g) Pre-departure procedures and medical movements;
h) Documentation, certification and information transmission; and,
i) Other technical areas as may be required.
Provide information and detailed explanations to the migrants and/or refugees in relation to:
• The migration health assessment process; and,
• Treatments and referrals.
Ensure proper identification and follow-up by:
• Comprehensive history taking;
• Accurate and thorough Biodata collection;
• Ensuring ID verification for each step of the health assessment process; and,
• Keeping a register of applicants who undergo health investigations and testing.
Follow and implement the Health Assessment Programme’s check lists and SOP’s and maintain standard universal precautions within MRC.
Verify samples of sputum, blood or others are properly transported to the laboratory or previously designated location.
Maintain and monitor the MRC pharmacy, stock, medical kits and emergency kits within the MRC and for medical escorts if applicable.
Provide pre and/or post counselling to migrants or refugees on TB or HIV education, prevention and management as appropriate.
Prepare administrative reports and program updates as necessary.
Support the planning and execution of mobile missions if applicable.
Assist with pre-departure documents, briefings and preparations as necessary.
Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies other UN agencies or NGO’s and others as applicable.
Collect statistical information and share with the National Medical Officer as per preset and agreed upon format.
Perform other duties as may be assigned.
QUALIFICATIONS
Required Qualifications and Experience
Education
Bachelor’s degree in nursing from an accredited academic institution in Nursing.
A valid license to practice nursing in the country of duty station.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
A minimum of three years of relevant clinical experience.
Excellent technical skills, including in phlebotomy.
Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.
Knowledge of and experience in clinical nursing.
Excellent bedside manner.
Knowledge of principles of preventive care and disease control.
Knowledge of and experience in implementation of patient safety and infection prevention and control.
Computer literacy required: MS Office suite (Word, Excel, Access
Proven clinical expertise or post-graduate diploma/degree in clinical specialization in emergency care is an advantage.

Organizational Context and Scope
The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Migration Health Physician who will be responsible and accountable for carrying out the following duties and responsibilities in relation to the Migration Health Assessment in full adherence to international standards, operational parameters, risk-informed analysis, and IOM’s institutional policies and regulations. The successful candidate will operate under direct supervision of the direct supervision of the Chief Migration Health Officer, and overall supervision of the Chief of Mission (COM) in DRC.
RESPONSIBILITIES
- Ensure the efficient daily operations of the Migration Health Assessment, in close coordination with the Chief Migration Health Officer (MHO).
- Conduct the ACCRA or KUMASI MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
a) Medical examinations;
b) Imaging;
c) Laboratory testing;
d) Vaccinations;
e) TB management;
f) Treatment and referrals;
g) Pre-departure procedures and medical movements;
h) Documentation, certification and information transmission; and,
i) Other technical areas as may be required - Ensure proper identification of migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
- Perform treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.
- Oversee and coordinate accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.
- Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement CITY MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
- Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.
- Ensure that all data related to heath assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.
- Oversee the financial aspects of the MHAC in close coordination with the mission’s finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.
- Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the Resource Management Unit.
- Perform such other duties as may be assigned by the Supervisor.
QUALIFICATIONS
Required Qualifications and Experience
Education
- University degree in Medicine from an accredited academic institution with at least four years of professional work experience.
- Valid license to practice within country is mandatory.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Professional continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last three years;
- Good knowledge of clinical medicine;
- Excellent bedside manner;
- Knowledge of patient safety and infection prevention and control;
- Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of pediatrics, pulmonology, or emergency medicine is an advantage.
- Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of internal medicine is an advantage.
- Proven clinical expertise and/or specialization in public health, health care administration, or healthcare management is an advantage.
- Proven master trainer experience is an advantage.
Languages

Organizational Context and Scope
The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Senior Protection Assistant who will support in the implementation of migrant protection program portfolios including – inter alia– Return, Readmission and Reintegration (RRR) and Counter Trafficking in Persons. The successful candidate will operate under direct supervision of Migrant Protection Officer and overall supervision of the Migrant Protection and Assistance Coordinator in DRC. The incumbent will be responsible and accountable for effective delivery of case management in full adherence to international standards, operational parameters, risk-informed analysis, and IOM’s institutional policies and regulations.
RESPONSIBILITIES
- Support the technical supervision and day-to-day management and monitoring of migrant protection activities, including assistance to vulnerable migrants, counter-trafficking, case management, and Assisted Voluntary Return and Reintegration (AVRR) activities through a protection-centered case management approach in Kinshasa, DRC. Core activities include, but are not limited to case management including counselling, referrals to protection services and support through legal proceedings, provision of information, and return and reintegration support.
- Supervise protection caseworkers in and ensure timely roll out of activities, their monitoring and reporting.
- Identify protection risks and needs of migrants in vulnerable situations and coordinate a timely and safe referral to specialized protection services in case of need; support in pre-departure counselling and assistance as well as return travels in coordination with receiving missions.
- Represent IOM in relevant coordination forums and discussions at country level, including the Gender-Based Violence Sub-Working Group, Protection Cluster, inter-agency meetings and developing strong, collaborative relationships with other government and non-government stakeholders.
- Assessing the needs of migrants with protection concerns and support them in planning for safety, following internal operating procedures and protocols, designed according to the IOM DRC SoPs and global frameworks.
- Ensure the team’s timely update and 100% compliance of data collection tools (MIMOSA) to track the status of implementation of each case and oversee the timely entry of data of the Teams supervised.
- Identify staff needs related to technical capacity. Coordinate capacity building activities internally or through partners by leading on the delivering of trainings to staff and partners, and on-the-job capacity building for returnees.
- Ensure protection activities are implemented in coordination with other IOM sectors and according to IOM protection standards and principles.
- Support the Migrant Protection Officer in the updating of tools and guidelines as needed to ensure it is in line with the DRC context.
- Bnsure gender and protection are mainstreamed during the implementation of protection activities.
- Undertake duty travel as required.
- Perform any of duties as may be assigned.
QUALIFICATIONS
Required Qualifications and Experience
Education
- University degree in related filled from an accredited academic institution with 5 years of relevant professional experience.
- Completed High School degree from accredited academic institution with 7 years relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- At least 5 years of work experience in the field of migration and/or protection.
- Prior experience in working with mixed migrant population (especially victims of trafficking and vulnerable migrants) on protection and direct assistance.
- Experience in communicating and working with a wide range of actors, including people of culturally diverse backgrounds, government and authorities, humanitarian actors (UN agencies and NGOs).
- Computer literacy and skills with specific proficiency in Microsoft applications.
- Detail-oriented, reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.
- Good analytical skills, strong eye for detail and accuracy.

Organizational Context and Scope
The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. Movement Operations Units in various IOM Country Offices, coordinated under the Resettlement and Movement Management Unit (RMM) in the Department of Mobility Pathways and Inclusion at IOM’s Geneva Headquarters (HQ), are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.
Since 2018, RMM has been mainstreaming protection and accountability to affected populations within its activities. These efforts support implementation of the RMM minimum standards that govern protection mainstreaming in resettlement and movement management, and institutional guidance and frameworks on protection, gender, age, Prevention of Sexual Exploitation and Abuse (PSEA) and disability inclusion. Recent assessments demonstrate the need to provide more comprehensive support to protection mainstreaming efforts within RMM programming, and to strengthen linkages on protection mainstreaming between RMM and other IOM units, both of which will be essential components of this role.
Under the general supervision of the Migrant Protection Coordinator, the direct supervision of the Migrant Protection Officer , and in close coordination with the Movement Operation Coordinator, the Senior Project Assiociate (Protection mainstreaming) has the following duties and responsibilities:
RESPONSIBILITIES
Undertake protection mainstreaming activities in relation to Movement Operations activities in Democratic Republic of Congo, including ensuring protection mainstreaming standards and guidelines are implemented and upheld; spearheading and managing initiatives that promote meaningful and sustained inclusion of all relevant populations; regularly reviewing and advising on the accessibility of facilities; enhancing accountability mechanisms including complaints and feedback mechanisms (CFMs); and providing relevant training as needed.
In close coordination with relevant RMM and Protection division colleagues and taking a whole-of-organisation approach towards diversity, intersectionality, and the inclusion of marginalised groups, implement and support the continued use of the Protection Mainstreaming in Resettlement and Movement Management principles and Mainstreaming Accountability to Affected Populations (MAAP) minimum standards and their associated tools in Democratic Republic of Congo. Monitor, collect and report feedback on their implementation, integrating new tools as needed. Ensure all personnel understand the principles and minimum standards, have access to relevant trainings and guidance, understand the use of the principles and guidelines in decision-making, and can explain how they are relevant and applicable to their individual work. As needed, contribute to the design of new guidance and tools.
Liaise with Movement Operations colleagues on the support provided to vulnerable individuals, including those related to children, older people, people with disabilities and people with diverse SOGIESC, and provide updates on them to management regularly. Ensure visual materials, case management materials (such as the scripts utilised by personnel), and other materials and tools are fit for purpose for regional needs, appropriate for a diverse range of individuals, and suited to meet the needs of vulnerable cases. Liaise with the Migrant Protection Officer on these materials as well as on topics as data collection, management, and protection.
Utilising RMM guidance and relevant MAAP and institutional protection tools, assess the accessibility of IOM facilities and other spaces in which Movement Operations personnel are operating in DRC. Work closely with the Migrant Protection Officer, Migrant Protection Coordinator on resolving any accessibility issues that need to be addressed. Ensure all Standard Operating Procedures (SOPs) take accessibility and inclusion into account when directing personnel how to implement their work.
Where relevant, work closely with the Field Support pillar to ensure that migrant reception centers and third-party facilities meet RMM Protection Mainstreaming in Resettlement and Movement Management principles and MAAP minimum standards, as well as appropriately utilise all relevant tools, and provide a safe, accessible, and inclusive environment for all individuals utilising the facilities. If a Migrant Reception Centers or utilised third-party facilities contain a Youth Services area, work closely with the Field Support pillar and Regional Protection Specialist to ensure that the area is fit for purpose and inclusive of all children who may access it.
Support RMM, program and other institutional monitoring efforts by sharing relevant information about the concerned populations, briefing monitoring teams on protection mainstreaming-related activities, assisting in strategizing monitoring mechanisms based on the working landscape of Kinshasa, DRC, making connections with relevant community-based organisations (CBOs), civil society organisations (CSOs), organisations for persons with disabilities (OPDs), When required, set up focus group discussions and other forums enabling community feedback, ensuring both accessibility and inclusion, and provide feedback on other monitoring tools such as surveys and interview protocols.
In line with RMM guidance, and guidance published by the IOM Protection Mainstreaming team, work to improve the performance of community feedback mechanisms (CFMs) in the region. Ensure that the CFM has multiple channels; that community feedback is recorded in a structured manner; and that individuals who raise feedback receive a meaningful reply within a specified timeframe. Ensure that there is a structured system for recording feedback, so that it can be processed in an orderly, transparent manner. Improve outreach efforts, organise regular group feedback sessions, and work to record CFM metrics. Additionally provide capacity building on CFMs, work with other IOM units to harmonise feedback mechanisms in the area and collaborate with management to address issues that are raised.
Assist in increasing staff’s knowledge of protection mainstreaming topics through regular, accurate, accessible, and inclusive information sharing that advises both management and personnel and answers questions in a timely manner. In collaboration with training colleagues, support and provide training on protection mainstreaming topics in DRC. Ensure learners are furnished with the tools necessary to link the training to their daily work and to evaluate the effectiveness of their learning experience over a period of time. Collaborate with protection colleagues to ensure that RMM staff have received appropriate protection training.
Work closely with the Migrant Protection Coordinator and the Migrant Protection Officer to ensure that all trainings, tools, collaborations, and feedback mechanisms utilised throughout the DRC are designed to ensure they are accessible to all personnel and beneficiaries, regardless of their age, gender, disability, or any other factors. Promote coordination, collaboration and documentation of best practices and lessons learned between IOM Country Offices in DRC, institutional protection mainstreaming/PSEA personnel and HQ by participating in protection mainstreaming working groups, networks, and other forums.
Coordinate closely with other IOM units in the offices and region to ensure that protection mainstreaming activities are growing more closely aligned between Movement Operations and other IOM areas of work. Seek to fit RMM mainstreaming activities into existing systems and initiatives within the mission and region, rather than duplicating efforts. As necessary, provide support to both management and personnel in identifying and adjusting approaches to protection mainstreaming issues, including complaints and feedback mechanisms, in order to align throughout the region.
Participate in relevant mission-level and regional meetings related to protection mainstreaming, ensuring close coordination on participation and information sharing with mission management, Movement Operations management, mission-level protection colleagues, other protection-related colleagues in the region, and the Movement Operations CoordinatorProgramme Officer (MAAP).
Maintain and promote the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the direct supervisor or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
Ensure that the Migrant Protection Officer Senior Programme Coordinator (Protection Mainstreaming) and the Movement Operations Coordinator are copied into report
Perform other relevant duties as assigned.
QUALIFICATIONS
Required Qualifications and Experience
Education
University degree in international relations, political science, or a related field from an accredited academic institution with four years of work experience; or,
Completed secondary education with six years of relevant working experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
At least 4-6 years of relevant experience (please see above) in such areas as protection mainstreaming, migrant assistance, refugee resettlement, monitoring and evaluation, diversity, equality and inclusion, social work, etc,
Experience planning, facilitating, and evaluating training required, with experience facilitating training in a humanitarian setting preferred,
Prior experience with protection analysis and/or the production of reports preferred,
Experience with USRAP programs is preferred,
Experience with processing systems such as MiMOSA and iGATOR is preferred; and,
Experience working in a multi-cultural setting.
Skills
Thorough knowledge of English language,

The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Mental Health Psychosocial Support (MHPSS) Project Associate. Under the overall supervision of the Chief of Mission (CoM) in the Democratic Republic of the Congo (DRC), the supervision of the Migrant Protection Coordinator, the direct technical supervision of the Programme Coordinator (MHPSS), the MHPSS Project Associate will assist MHPSS officer in implementing MHPSS activites implemented in Kinshasa.

Provision of multilayered psychosocial services to vulnerable migrants in Migrant Reception Centers in Kinshasa, including early identification of migrants in distressed conditions and severe mental health cases.
Provide focused psychosocial support and timely assistance to unaccompanied minors and identify those migrants who might require specialized mental health care, including referral to mental health institutions/specialists and follow-up on case management modalities.
Identify strategies to promote mental health and psychosocial support and design operational plans to enhance access of vulnerable migrants to integrated psychosocial services based on rapid MHPSS assessments and diagnostics.
Develop training materials for IOM staff and Implementing Partners considering relevant IOM MHPSS, Protection, AVR, and Reintegration resources.
Train MHPSS focal points to support the implementation psychosocial support activities in MRC, as well as national stakeholders and local service providers related to the migrants’ arrival, post-arrival and reception assistance, including translators.
Provide training sessions to IOM staff, including translators, drivers and security operators, in MRC on Psychological First Aid and (PFA) to assist migrants who are in critical conditions and/or in deep state of distress.
Ensure that confidentiality and the right to privacy is maintained regarding confidential information.
In accordance with structured reporting requirements and informal reporting needs, prepare clear and concise reports of all activities undertaken.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Degree in Clinical Psychology, Counselling or a related field from an accredited academic institution with five years of relevant professional experience.
Professional accreditation from a recognized medical, psychological or counselling association-society is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in assessing and analysing MHPSS needs in complex emergency and post-conflict contexts;
Experience in providing multi-layered MHPSS services in AVR programs and Migration Reception Centers;
Experience in working with psychosocial focal points, translators;
Experience working with migrants, refugees, internally displaced persons, survivors of gender-based violence (GBV);
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.
Skills
Previous participation to IOM corporate programme in “Psychosocial Interventions in Emergency and Displacement” will be considered an asset;
Proven ability to establish and maintain effective working relationships with persons of diverse cultural and national backgrounds;
Proven interpersonal and teamwork skills;
Excellent communication and report-writing skills;
Knowledge of protection principles and IOM policies and procedures is an advantage; and,
Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
For this position, fluency in French, English and Spanish is required (oral and written)
