Job Announcement
We are looking for a dynamic and committed PMEL Officer to support WWF DRC’s conservation efforts.
- Department: Conservation and Policy
- Supervised by: Conservation Director
- Contract type: Fixed term (1 year, renewable)
- Location: Kinshasa
I. Background
WWF DRC is developing and implementing a strategic conservation plan (OSP 2030) to achieve long-term impact.
The Planning, Monitoring, Evaluation and Learning (PMEL) unit provides strategic leadership to Landscape Teams to drive results and impact.
II. Mission of the Position
Under the supervision of the Conservation Director, the PMEL Officer provides scientific and technical support to measure and report impacts and outcomes aligned with the 2030 strategic plan.
III. Major Duties and Responsibilities
1. Planning
- Support development of:
- Theory of Change
- Logical frameworks
- PMEL frameworks (aligned with PPMS standards)
- Use WWF PMEL tools (e.g., Panda Impact)
2. Monitoring, Evaluation and Reporting
- Support data collection, review, and analysis
- Maintain PMEL databases and documentation
- Implement WWF PMEL solutions for data management
- Follow up key PMEL activities:
- Baselines
- Mid-term reviews
- Final evaluations
- Ensure data quality, accuracy, and timeliness
- Collaborate with ESSF Manager and Conservation Director
3. Learning and Adaptive Management
- Implement lessons learned
- Support performance review workshops
- Promote knowledge sharing and collaboration
- Integrate recommendations into programs
4. Capacity Development
- Train staff, partners, and stakeholders on M&E methodologies
IV. Profile
Required Qualifications
- Bachelor’s degree in:
- Natural resource management
- Environment / conservation
- Social sciences
- Statistics
- Project Management / M&E
- Or related fields
Experience
- At least 2 years in Monitoring & Evaluation
- Experience with results-based management
- Data analytics and impact reporting
- GIS applications
- Field data collection and analysis
- CAPI tools (e.g., KOBO, Survey123)
- Data visualization tools:
- R
- Power BI
- Tableau
- Excel
Additional Requirements
- Experience in NGOs (preferably environmental sector)
- Fluency in French and English
