Question 1: In your role as Monitoring, Evaluation, Research and Learning (MERL) Coordinator in DRC, you will be required to implement a monitoring system that enables Women for Women Office in DRC
to measure progress and impact of work on 6,000 women who attend and complete social empowerment and economic empowerment trainings.

- a) Describe the monitoring system you would introduce to track this program quantitatively and qualitatively. Think about frequency of monitoring, roles & responsibilities, tools and methodologies, impact analysis, what international standards you would use as a quality benchmark, who would be providing data and how would you collect this, how you would present findings to management?
- b) What steps would you take to ensure that the monitoring system you have designed above is implemented and operates effectively?
- c) How would you integrate accountability to beneficiaries within this project? Think about what type of information you would want to share with the women and how you would do this, and what mechanism you could set up to receive and respond to feedback / complaints from beneficiaries.
